Description
This is a modification to the synopsis entitled Simulation and Software Technology II (SST II), NNJ13ZBH005L which was posted on May 3, 2013. You are notified that this modification answers questions submitted in response to NNJ13ZBH005L. The questions and answers (Q&As) are listed below. Q1. Background: The last page of the announcement states, NASA will not affirmatively release any information received in response to this RFI to the public, but may use information received in developing the best approach for a contract strategy, and therefore such information may be recognizable to the potential offeror who submitted it. However, the final sentence of the announcement seems to conflict with the previous statement implying that information submitted might be obtained via a Freedom of Information Act (FOIA) request. The final sentence reads, Any information submitted in response to this RFI that is marked as Confidential Commercial or Financial Information will be considered as voluntarily submitted in accordance with the Freedom of Information Act. Questions: Q1.1.Is any information submitted in response to this RFI accessible via a Freedom of Information Act (FOIA) request? A1.1 As stated in the RFI, NASA will not review information marked Proprietary and such information will be returned to the potential offeror. While NASA will not affirmatively release potential offeror information, the FOIA may compel NASA to release other non-proprietary information submitted to this RFI. Prior to any release under the FOIA, however, NASA will determine, after discussions with the submitter, whether any of the requested information is exempt from disclosure pursuant to 5 USC 552(a) et seq. Q1.2.If the answer to Question #1 is affirmative that RFI response information can be accessed via a FOIA request, will the contractor have the opportunity to redact from their response before release? A1.2 As stated in the RFI, NASA will not review information marked Proprietary and such information will be returned to the potential offeror. While NASA will not affirmatively release potential offeror information, the FOIA may compel NASA to release other non-proprietary information submitted to this RFI. Prior to any release under the FOIA, however, NASA will determine, after discussions with the submitter, whether any of the requested information is exempt from disclosure pursuant to 5 USC 552(a) et seq. Q2. XXXX is a developer and manufacturer of head and helmet mounted displays for virtual reality applications. Please let us know how best we could apply our expertise as well as products to this contract? A2. While it is incumbent upon a prospective offeror to determine whether or not expertise or products provided by their company can be applied to the proposed requirements, the JSC Industry Assistance Office functions as the central point of coordination within JSC to assist industry with understanding how their capabilities, facilities, products, or services align with specific JSC requirements. Additionally, we plan to issue a draft request for proposal (DRFP) which will give further insight into the Governments requirements. Q3. Would it be possible to schedule a quick phone call to help me determine if it would be appropriate for XXXX to respond to the recent RFI? A3. While it is incumbent upon a prospective offeror to determine whether or not expertise or products provided by their company can be applied to the proposed requirements, the JSC Industry Assistance Office functions as the central point of coordination within JSC to assist industry with understanding how their capabilities, facilities, products, or services align with specific JSC requirements. Additionally, we plan to issue a draft request for proposal (DRFP) which will give further insight into the Governments requirements. The due date for responses is not extended. Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
