- Draft Personnel Requirements Draft Performance Work Statement NRL-13-RS03 – Radio Frequency Space to Ground Research Contact Information Richard D. Sewell, e-mail richard.sewell@nrlssc.navy.mil and phone 228-688-4571 Important Dates RFI submissions are due no later than close of business 19 JUN 2013 Special Notice This is neither a formal Request for Proposals (RFP) nor a Request for Quotes (RFQ). The Government will not reimburse any costs associated with the development and submission of materials in response to this request for information (RFI). There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this Sources Sought notice or NRL’s use of such information either as part of our evaluation process or in developing specifications for any subsequent requirement. Objective The Naval Research Laboratory (NRL) is searching for potential sources capable of performing the requirements set forth in the attached draft performance work statement (PWS) entitled “Radio Frequency Space to Ground Research”. The intent of this RFI is to (a) gauge industry interest, capabilities and relevant experience in performing task areas listed in the attached draft PWS; and (b) determine set-aside possibilities for qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women-owned small businesses. Location of Work to be performed: It is anticipated that the primary place of performance will be (a) the Naval Research Laboratory, Washington, DC 20375-5320; and (b) the offeror’s facility. Travel to other sites in CONUS/OCONUS may also be required. Draft Performance Work Statement b.) Draft Personnel Qualifications CONTRACTOR RESPONSE FORMAT The NRL asks that interested parties, at a minimum, supply the following information: Contact Information a) Name of Company and Point of Contact (POC) b)Telephone Number, Fax Number, Address and e-mail address of POC c) Business Size and number of employees with proposed PSC and NAICS codes d) Capabilities statement and relevant experience in the task areas listed in the PWS e) Please specify if subcontracting possibilities exist or if all tasks can be performed in-house. Past Performance Information Please provide in the response a list of Navy, DoD, and Federal contracts supported during the past 36 months with a brief description of the supply or service provided per each contract. Only list contracts for equipment similar to that required under the attached specification. Type of contract: The Government anticipates award of either a 3-year Cost-reimbursable level-of-effort contract or a 3-year Indefinite-Delivery, Indefinite Quantity (IDIQ) contract with cost-reimbursable and firm-fixed price task orders. Assumptions Please provide a list of assumptions, if any, which were considered in formulating the response. Submission of Information All information and data received in response to this RFI, if marked or designated as corporate or proprietary information, will be protected as such.
