Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a limited basis with Rolls Royce Engine Services, Oakland, CA (RRESO), Standard Aero Inc., San Antonio, TX (SASAI) and Turbopower, LLC, Miami Lakes, FL for the repair/maintenance of the T56 Series III Propulsion Systems (Quick Engine Change Assemblies (QECAs)), Power Sections, Reduction Gear Assemblies, Torquemeters, and Quick Engine Change Kits (QECKs). The Government intends to procure the above services under the authority of 10 USC 2304(c) (1), FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to ensure that there will not be a break in the required services while a competitive follow on contract is being put in place. RRESO, SASAI, and Turbopower are the current contract holders under the Multiple Award Indefinite Delivery Indefinite Quantity supporting the services for this requirement. It is in the Government's best interest to extend the period of performance by 10 months for the (3) contract holders for continuation of services while the competitive follow on contract is being put in place. This will ensure there will not be a break in the services required; any interruption to these services would cause a readiness impact felt in the T56 Series III powered communities, to include the potential of Bare Fire Walls, and the National Command Authority to support operations in accordance with the 1-4-2-1 construct. This limited source action is a temporary bridge for the continuation of services until the competitive follow on contract is in place. A determination by the Government not to open this requirement to competition based upon the response to this notice is solely within the discretion of the Government.
