- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. Naval Air Warfare Center (NAWC), Training Systems Division (TSD) intends to issue a Firm Fixed Price (FFP) purchase order. Interested sources are encouraged to submit a proposal. All information shall be furnished at no cost or obligation to the Government. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N61340-13-R-0020 is issued as a Request for Proposal (RFP) and incorporates provisions and clauses in effect from regulations posted to http://farsite.hill.af.mil inclusive, but not limited to, Federal Acquisition Circular (FAC) 2005-66. The simplified acquisition procedures of FAR Part 13 are applicable to this procurement. The North American Industrial Classification System (NAICS) Code for this solicitation is 541519 with a size standard of 150 employees. The Government intends to set aside 100% of this requirement to a small business entity in accordance with FAR 52.219-6. The following item is required: CLIN 0001: CFTD Initial Spares Kit *See Attachment 1 for the detailed spares list. Evaluation Criteria: The Government will award a purchase order resulting from this RFP to the responsible offeror whose offer conforming to this notice will be the most advantageous, representing the best value to the Government. A FFP purchase order will be awarded. The Government will award on a lowest price technically acceptable basis to the offeror meeting the specifications of this RFP. Best value is expected to result from the selection of the technically acceptable quote with the lowest evaluated price. The failure of an offeror to provide information sufficient to determine conformance with the solicitation may result in the offeror being ineligible for award. All offerors must be registered in the System for Award Management (SAM), https://www.sam.gov/portal/public/SAM.
