- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This sources sought notice is issued in an effort to conduct market research for information and planning purposes only. The Government is soliciting information to determine the availability of firms capable of performing the services stated below. Marine Corps Systems Command is authorized to exchange or sell non-excess personal property in accordance with 40 USC 501 and 32 CFR 736. The Government is seeking information regarding the capabilities available from the commercial marketplace to advertise and conduct sales to dispose of such non-excess personal property in accordance with all applicable statutes and regulations The contractor would be required to perform a variety of tasks relating to the control and accountability of items from receiving property through demilitarization (if required) and associated disposal action. The contractor would be responsible for warehousing and safeguarding Government property, for publicizing sale items, for delivery of property to purchasers, and for maintaining detailed transaction records documenting the disposition of all such property. No final commitment has been made to procure the stated service requirement. Therefore, this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. The North American Industry Classification System (NAICS) code applicable to this requirement is 493190 with a size standard of $25.5M The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. The following information is required for responding to this request: 1. Identify small business type (e.g., SDVOSB, 8(a), HUBZONE, WOSB). 2. Provide a statement of capabilities to perform this type of work. Statement of Capabilities should include detailed technical/experience information and/or other informational literature demonstrating the direct ability to perform the above. 3. As this is primarily a labor contract, provide information on how you would be capable of performing this work and meet the requirements of FAR 52.219-14 which requires at least 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. 4. Provide information regarding previous contracts for which you provided similar services. No entitlement to payment of direct or indirect costs or charges to the Government that arise will be accepted as a result of submission of responses to this Request for Information (RFI) and Government use of such information.
