Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions, Station Support/Simplified Acquisition Branch, on behalf of the National Institute of Mental Health (NIMH), intends to negotiate and award a purchase order on a noncompetitive basis to MedStar-Georgetown Medical Center Inc. (DBA: Georgetown University Hospital), 3800 Reservoir Road, NW, Washington, DC, 20007 for the performance and documentation of comprehensive psychosocial assessments of hospitalized patients at the National Institutes of Health (NIH) Clinical Center in Bethesda, Maryland. The period of performance is six months from the date of award. The National Institute of Mental Health (NIMH), Intramural Research Program (IRP), has a requirement for the performance and documentation of comprehensive psychosocial assessments of hospitalized patients at the National Institutes of Health (NIH) Clinical Center in Bethesda, Maryland. The contractor shall provide uniquely qualified residents for the NIMH Psychiatry Consultation-Liaison Service at the NIH Clinical Center to see patients enrolled in clinical research trials. These expert services are required to assist the NIMH with ongoing research in psychiatry of complex medical issues currently being performed at the NIH Clinical Center. The contractor shall provide the following services as part of this agreement: 1.Perform and document comprehensive psychosocial assessments of hospitalized patients. 2.Develop and implement diagnostic plans, including the demonstration of the ability to expand the database by obtaining further historical information as well as laboratory and imaging studies. 3.Develop and implement psychopharmacologic interventions. 4.Develop and implement pscychotherapeutic interventions. 5.Provide information necessary to develop multidisciplinary treatment plans. 6.Provide demonstrations of assessments for treatment in follow-up patient visits. 7.Provide critical evaluation of current medical information and scientific evidence relevant to the treatment and pathophysiology of complex medically ill patients. 8.Prepare a final research poster for presentation. Georgetown University School of Medicine, under the auspices of MedStar-Georgetown Medical Center Inc., is a premier medical research institution and training facility. Georgetown University's Psychiatry Department offers unique faculty expertise in psychosomatic medicine that supplements the Government's requirement at NIMH. There are no other medical research institutions or training facilities in the region that can provide the uniquely trained residents required to perform these highly skilled functions at NIMH. This acquisition is being conducted using policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
