- ATTACHMENT A – Capability Statement Instructions, SWPBS and Preschool Evaluation NCEE Vendor Collaboration Webinar Details and Logistics The U.S. Department of Education (the Department) is hosting a Vendor Collaboration Webinar Event to provide pertinent details regarding two (2) new Fiscal Year 2013 procurements: Impact Evaluation of Training in School-Wide Positive Behavior Supports (SWPBS) and The Evaluation of Preschool Special Education Practices (Preschool Evaluation); on behalf of the Departments' Institute for Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE). The Department's intent is to host a single Webinar to during which interested parties and potential offerors can obtain key information on each requirement to allow for a robust understanding of the respective requirements in their entirety, and to obtain valuable feedback from industry. A brief overview of each requirement is provided below, but interested parties are strongly encouraged to review the FBO Synopsis notices for each requirement, to obtain a copy of the Performance Work Statements for the referenced procurements. Requirements Overview Solicitation Number ED-IES-13-R-0035 - Impact Evaluation of Training in School-Wide Positive Behavior Supports (SWPBS) NAICS Code 541720 (Research and Development in the Social Sciences and Humanities). Anticipated Acquisition Strategy: Full and Open Competition Contract Type: Hybrid contract (Fixed Firm Price and Cost Reimbursement) Period of Performance: 18-month base period and two option periods that would ultimately result in a 5 year period of performance (if exercised at ED) The National Center for Education Evaluation (NCEE) division of the U.S. Department of Education's (ED) Institute of Education Sciences (IES) intends to evaluate the impact of offering schools training in the implementation of school-wide positive behavior supports (SWPBS) on school climate, staff practice, and student outcomes. The training is expected to be intensive and focused on enabling school staff to successfully implement the key components of SWPBS. The base period work includes the selection of training providers and recruitment of the sample, as well as the development of data collection forms and development of the forms clearance package. Based on documentation of successful training provider(s) selection and sample recruitment, the Department will decide whether or not to exercise Option Period I. Option Period II includes year 2 of SWPBS training, support for SWPBS training, and data collection as well as development of a report. (See FBO Synopsis # ED-IES-13-R-0035 posted May 23, 2013, for a copy of the Performance Work Statement). ********************************************************* Solicitation Number ED-IES-13-R- 0038 - Evaluation of Preschool Special Education Practices NAICS Code 541720 (Research and Development in the Social Sciences and Humanities). Anticipated Acquisition Strategy: Full and Open Competition Contract Type: Hybrid contract (Fixed Firm Price and Cost Reimbursement) Period of Performance: The 51 month period of performance will consist of one, 36-month base period containing a survey data collection and an evidence review to inform decisions about study design options for the impact study. If exercised, a 25-month Option for the impact study preparation phase will begin December 1, 2015 and end by December 31, 2017, overlapping with the base period by 10 months. The purpose of this requirement is to learn what preschool special education services children ages 3-5 years old are receiving and the feasibility of conducting an impact study on preschool special education interventions. Accordingly, there are two major components of this requirement: a descriptive/feasibility study and an optional impact study preparation phase. The descriptive study will be based upon survey data collection across states and from a nationally-representative sample of districts to obtain a more comprehensive and updated description of the programs and services available to children ages 3-5 years old with disabilities or at risk for developmental delay and practices implemented in these programs. The information gathered through the survey data collection and evidence review will be used to identify what evaluation design options are feasible to conduct an impact study of preschool special education interventions.
