Senior Aviation Advisor (SAA) Lima, Peru Issuance Date: 06/09/2013 Closing Date: 06/23/2013 SOLICITATION NUMBER: PSC-13-033-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. POSITION TITLE: Senior Aviation Advisor (SAA) 6. MARKET VALUE: $80,728- $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The U.S. Department of State's (DoS), Office of Aviation (INL/A) supports the Bureau of International Narcotics and Law Enforcement Affair's (INL) interregional aviation program, playing an important and crucial role in the USG's efforts in waging an aggressive and effective attack against the foreign drug and crime threat. The Air Wing supports host governments worldwide in their efforts to locate and eradicate drug crops, interdict drug production and trafficking activities, and develop their own institutional counter-narcotics aviation capabilities. The Office is responsible for the curtailment of the supply of illegal drugs from foreign sources into the United States through eradication of drug crops, interdiction of refining laboratories and trafficking activities, and other enforcement operations as directed by the Secretary. Other activities include inter theater and intra-theater airlift of cargo and passengers in support of U.S. Embassies through the use of fixed wing passenger and cargo airplanes. INL/A utilizes a fleet of rotary wing and fixed wing aircraft to support eradication, interdiction, Search and Rescue, air cargo, passenger movements, and utility/service support in hostile conditions in multiple overseas locations. PURPOSE: This personal services contract (PSC) provides a Regional Senior Aviation Advisor (SAA) for the Narcotics Affairs Section (NAS) Lima, Peru. The SAA serves as the senior aviation advisor supporting participating countries, responsible to the U.S. Ambassador(s), for providing program implementation, direction, and execution oversight of INL/A and NAS provided aviation assets. The SAA facilitates high-level interagency coordination among the American Embassy, host nation police and military forces, aviation support services contractors, and other participating agencies as required. As a Government Task Monitor (GTM), performs contract oversight on all aspects of the INL/A Support contract resources and program, ensuring contractor meets contract required performance metrics, goals, and standards. The SAA monitors and evaluates aviation support services contractor's performance about maintenance, operations safety, and logistics. RELATIONSHIPS: The SAA works under the direct supervision of the NAS Director; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The Advisor will coordinate directly with INL/A and the US Embassy for purposes of this program. Completed work is reviewed for timeliness and effectiveness. DUTIES AND RESPONSIBILITIES: a. Perform oversight and evaluation of contractor operations. This oversight includes, but is not limited to, reviewing and recommending approval of waivers to published directives, authorizing use of Office of Aviation aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. Submit weekly written reports of the contractor's performance and activities and provide comprehensive trimester award term input to the Contracting Officer's Representative (COR) regarding contractor performance. Direct and coordinate aircraft and personnel deployments within Peru for destroying illicit narcotics crops through manual eradication, intercepting illegal drug shipments, and other missions authorized by the Chief of Mission. Oversee the aviation training and support for the Peruvian National Police (PNP) required by the support contract. b. Develop, coordinate, organize, and implement comprehensive operational systems and procedures for the INL/A and the PNP Aviation Unit. These operational systems and procedures include, but are not limited to the DoS Aircrew Training Program, DoS Aviation Operations Directives, DoS Guide to Aviation Training and Standardization, DoS Aircrew Training Manuals, INL/A Standard Operating Procedures for counter-narcotics operations in Peru, and Deployment Operations procedures in support of the PNP operations throughout Peru. c. Develop operational tactics and new training procedures (through the contractor INL/A training/standardization staff) for enhancing eradication and interdiction operations. Tactics and procedures include, but are not limited to Night Vision Goggle operations and tactics, and helicopter escort tactics/rules of engagement/aerial gunnery in support of the counter-narcotics mission in Peru. d. Provide operational direction and guidance to the contractor and PNP Aviation Unit operations activities and personnel for the purpose of destroying illicit narcotics crops, and interdicting the flow of the finished narcotic products into the United States. This includes, but is not limited to, planning and coordination with U.S., DoS, Drug Enforcement Agency, Customs, other federal agencies, and host nation law enforcement agencies for destroying illegal narcotics crops. e. Provide direction and oversight for contractor and PNP Aviation Unit aviation training and standardization. Implement DoS INL/A flight regulations, aviation training and standardization, and aircrew training programs. Oversee the PNP Aviation Unit aviation standardization and safety program. f. Collect, review, and disseminate data on aviation tactics, techniques, and employment in support of the counter-narcotics mission. Maintain constant liaison with Office of Aviation, NAS, other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules. g. Oversee activities of INL PSCs, contractors and local employed staff. h. Provides both technical and operational oversight to the PNP Aviation Unit staff, and technical direction and management to contractor employees. Plan work, set or negotiate deadlines and completion dates, and review and accept or reject final work. i. Assign work based on work priorities, difficulty of the assignments, and capabilities of the employees. j. Give advice and instruction to employees on both work and administrative matters. Identify training needs, find ways to improve the quality of work, and develop overall performance standards for both PSCs and contractor personnel. COMPLEXITY: • Knowledge of U.S. Government contract administration procedures. • Assignments include analysis of all facets of aviation operations management, involve a fleet of fixed wing and rotary wing, tactical, and transport aircraft, which function within an integrated program of diverse counter-narcotics missions. These missions include eradication, interdiction, logistics, resupply, replenishment, sustainment, and host nation aviation training. • Apply specialized and professional knowledge to supervise flight standardization oversight of aviation support contractor and PNP Aviation Unit pilots operating in Peru and at multiple forward operating locations. • Oversee host nation pilot training programs, and develop plans, policies, and procedures. Coordinate with multiple entities to include high level of US Embassy, host nation personnel, and make recommendations on the implementation of all facets associated with his expertise. • Perform continuous analysis of interrelated issues of effectiveness and efficiency affecting the aviation program that will improve flight safety of aviation operations in support of the counter-narcotics mission. SCOPE AND EFFECTIVENESS: Perform broad and extensive assignments related to programs spanning the full range of aviation operations in support of the aviation mission. PHYSICAL DEMANDS: Work is physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. Advisor must be able to independently perform fieldwork in remote areas for extended periods without assistance. WORK ENVIRONMENT: Work is conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections and or program evaluations. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the Advisor while at these sites. MINIMUM REQUIREMENTS: 1. Must be U.S. Citizen able to obtain/maintain a DoS Secret security clearance, ethics, and medical clearance 2. Expert knowledge of Aviation Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. 3. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. 4. Expert knowledge of tactical employment of fixed and rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of aircraft used by INL/A. 5. Extensive experience as an aircraft operations officer/manager in a military or civil organization involved in the training and standardization of rotary wing pilots and fixed wing pilots, the tactical employment of aircraft in a high threat environment. 6. Expert knowledge and experience in the formulation of plans and policies pertaining to operations and unit level flight training activities. Should have a basic knowledge of command communications, government intelligence procedures, and flight operations procedures. 7. Specialized skill in the operation of aircraft as a pilot. 8. Demonstrated proficiency in Microsoft Office Suite. 9. Proven ability to complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment successfully. 10. Demonstrated ability to read, write, and speak the Spanish language at the technical and conversational level, documentation that demonstrates a minimum FSI 3/3. PREFERRED OR DESIRED KNOWLEDGE AND SKILLS: • Demonstrated Embassy experience Flight experience in Peru • Demonstrated experience working with INL/A • Demonstrated experience working with host nation/Police personnel EVALUATION CRITERIA: Factor 1: Contract Oversight (25 points) Demonstrated ability to oversee and evaluate a major aviation operation mission and develop, edit, and publish evaluation reports on program progress or lack thereof. Ability to implement corrective actions. Factor 2: Direct and Coordinate Actions (25 points) Demonstrated ability to direct personnel and coordinate the flight of aircraft for the purpose of general law enforcement support and aviation training and support for the program. Factor 3: Planning/Organization (20 points) Demonstrated ability to plan, organize, and implement aviation operations, training and standardization programs. Factor 4: Management (15 points) Demonstrated experience in aviation program management practices, knowledge, and use of regulations and guidelines, budget development and monitoring. Factor 5: Experience/Past Performance (15 points) Past performance that demonstrates the applicant's ability to perform under the contract. In conducting the evaluation, the US Government reserves the right to utilize all previous professional evaluation information available at the time of evaluation, which is provided by applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
