- SOURCES SOUGHT SYNOPSIS The James E. Van Zandt VA Medical Center is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the Purchase and Installation of Turnkey Digital Media System. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334220. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by June 21, 2013 at 2:00 PM EST. APPENDIX 1: Requirements Summary: Function: "The aforementioned digital media system will serve as a platform to broadcast multi-media information and education to both patients (i.e., Outpatients, Inpatients & Residents of the Community Living Center) and employees. The broadcasts will be to a number of TVs throughout the medical center (i.e., Outpatient waiting rooms, patient rooms, offices and conference rooms), outbuildings located on the Altoona medical center campus as well as to the Community Based Outpatient Clinics (CBOCs) located in Dubois, Johnstown and State College PA. Performance: The system must be able: "Broadcast digital signage as well as HD video streams via existing Televisions currently connected with a coax cable. oSingle player PC with centralized control over all broadcasts. oCentralized Information Channel with a dedicated broadcast server (i.e., System must operate independently from the Medical Center's Server). "Capable of converting the output of a VGA or HD source into an HDTV channel and broadcast it over the already installed coax cable to all connected TV's. "Employ content from a variety of signage sources as well as broadcast controlled media without impacting the local sites IP network bandwith. "System must operate on an external server which does not access the VA's server. "Create & plan content "channels" & assign to one or more players or group of players. oThe system must include flexible data integration & user customization to control content distribution to groups or individuals through the establishment of geographic location (Clinical Based Outpatient Clinics located 50 miles from the Medical Center, Outpatient Medical Center Teams, Specialty Clinics, Staff Meetings etc ¦..) oTimetable-based scheduling. oDirect creation of playlists to an Information Channel from a centrally controlled Content Manager with role based user access rights. oBuilt-in SQL Database back-end for management of content & player databases. oPlayback Audit viewer and reporter with SQL back end. "Capable of supporting both passive and interactive digital signs or kiosks. "Support Terrestrial & Satellite (multicast) IP-based communication carriers. "Provide software that oSupports the following Graphic configurations: Graphics: BMP, GIF, JPEG, PNG, WMF, etc. Animation: SWF, AnimGIF Sound: WAV, MP3 Video: SW MPEG 1 & 2, AVI, QT3, WMV. oAbility to receive remote software upgrades. oCapable of creating digital messages or multi-media inside, alongside (i.e., split screen) or as a layover to video or static pictures. "Capable of template creation. "Capable of supporting 4:3 and 16:9 content creation aspect ratio. "Capable of real-time imaging and processing and rendering. "Capability to publish to HTML or video.
