Notice: N02PC35008-57 Contracting Office Address Department of Health and Human Services, National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Acquisitions, 9609 Medical Center Dr., Room 1E564, Rockville, MD 20850-9700. Note: This synopsis follows a Sources Sought notice that was released on March 27, 2013 under HHSN-NIH-NCI-SBSS-PCPSB-35008-57 Description The National Cancer Institute, Division of Cancer Control and Population Sciences (DCCPS), Applied Research Programs (ARP) is seeking technical support of methodological research to improve survey data collection and clinical databases, development of assessment tools for use in clinical trials and observational studies, as well as analysis of existing cancer control data. These data are used to evaluate patterns and trends in cancer-associated health behaviors and risk factors, health care services, economics, and outcomes, including patient-reported outcomes. The successful Contractor shall be able to complete tasks included in the Statement of Work. The Contractor shall perform work in these Task Areas as outlined in each Task Order: Task Area 1: Study Design and Implementation - Developing and Management of Small Business Pilot Studies and Assistance with Preparing Study Materials; Support for New Components of Previous and Current Projects; Quality Assurance/Quality Control, Verifications, and Reporting Requirements; Computer Programming. Task Area 2: Questionnaire Development - Develop New of Modify Existing Dietary Questionnaires; Develop and Maintain Survey Instruments for Physical Activity Assessment; Other Questionnaire Development Activities; Translation Activities; Quality Assurance/Quality Control. Task Area 3: Database Development, Maintenance, and Enhancement - Maintain and Update a Nutrient Database for the NCI Diet History Questionnaire (DHQ) (http://riskfactor.cancer.gov/dhq2/) and Other Dietary Assessment Instruments; Development and Maintain Databases and Enhance Functionality; Support Geographic Information Systems (GIS) Related Activities; Support Health Services and Outcomes Research; Computer Programming; Quality Assurance/Quality Control. Task Area 4: Biological Specimen Support - Conduct market research in order to determine the pros and cons of: 1) alternative biological specimen collection procedures, storage procedures, and analysis procedures, in accordance with all local, state and Federal statutes and regulations; and, 2) various quality control procedures for shipping, storage, and analysis of specified biological specimens. NOTE TO OFFERORS: The Contractor will not be asked to collect, transport, perform assays, or store the specimens. THIS SOLICITATION WILL BE ISSUED AS A 100% SMALL BUSINESS SET-ASIDE. OFFERORS MUST PROPOSE ON AT LEAST ONE TASK AREA IN THE STATEMENT OF WORK. A SEPARATE PROPOSAL MUST BE SUBMITTED FOR EACH TASK AREA. It is anticipated that multiple awards will be made from this solicitation and that a pool of approximately 3-4 contractors will be established for each of the four (4) Task Areas in the Statement of Work. In addition, it is anticipated that the awards will be an Indefinite Delivery/Indefinite Quantity type contract with a period of performance of (7) years to be awarded on/about September 20, 2013. Request for Proposal Number N02PC-35008-57 will be available on or about June 24, 2013, and may be accessed through the FedBizOpps website and the National Cancer Institute home page at http://rcb.cancer.gov/rcb-internet/index.jsp The NAICS Code is 541990. All responsible sources may submit a proposal, which shall be considered by the agency. This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile transmissions will be accepted. POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND ANY POSSIBLE AMENDMENTS.
