Description
The Department of Health and Human Services, National Institutes of Health, at the National Cancer Institute, Radiation Oncology Branch and the Office of Acquisitions intends to procure on a sole source basis radiation therapy treatments and related service at the Clinical Center, NIH from Radiation Management Associates, LLC. This acquisition will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 621512 and the business size standard is $14.0 Million. Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined that there is no opportunity to acquire green products or services under this procurement. Period of Performance shall be for a base period of one (1) month with one (1) one (1) month option period. The National Cancer Institute (NCI), Radiation Oncology Branch (ROB) plans and conducts pre-clinical and clinical studies on the biologic and therapeutic effects of radiation administrated alone or in combination with other modalities of treatment; develops novel technology and imaging based approaches for radiation oncology; investigates the natural history of disease to understand and evaluate means of diagnostic assessment for the purpose of optimizing treatment selections; and provides radiation therapy as well as general oncology consultations for patients admitted to other Clinical Research Center (CRC) clinical studies. Specifically, the purpose of this contract is to: 1) provide radiation therapy treatments, dosimetry treatment plans and verification, physics services, and related services as required by the Statement of Work; 2) operate associated equipment in the ROB such as high energy linear accelerators, radiation therapy simulators, CT scanners, radiation therapy treatment planning computers, associated dosimetry equipment, medical laboratory equipment, and MRI equipment; 3) provide on-call emergency radiation services. Some of the tasks required are the following: - Performance of radiation therapy and dosimetry treatments based on HIPAA Medical Code Sets identified by the HCPCS (Healthcare Common Procedure Coding System) and CPT (Current Procedural Terminology) procedure codes. Performance of dosimetry treatment plans and plan verifications based upon the American Medical Billing Codes. - Provide physics services, including commissioning of radiotherapy equipment, periodic quality assurance measurements of equipment, quality assurance and verification of treatment plans, quality assurance of patient records, including paper and electronic charts, based upon the American Medical Billing Codes. - Operate associated equipment in the ROB such as high energy linear accelerators, radiation therapy simulators, CT scanners, radiation therapy treatment planning and related computers, associated medical laboratory equipment, MRI scanners, and other equipment - Perform approximately 1,875 treatments for base period (1 month) and 1,875 treatments for option period 1(1month) over the duration of this contract. - Perform these treatment procedures as required (5) days a week, less Federal holidays, and after hours as needed due to emergency or scheduling requirements. Normal work hours in the NCI are 8:00 A.M. to 4:30 P.M., Monday through Friday. - Perform all work in accordance with applicable laws and regulations pertaining to the work. - All personnel performing work under this purchase order have the necessary licenses and certifications as specified by local, State, or Federal Laws or Regulations in order to perform the work required by the purchase order. All radiation therapists are certified by the American Association of Radiation Technologists and have experience in operating Government owned equipment. Radiation Management Associates, LLC is uniquely qualified by virtue of its previous performance for this effort and is the only source that can provide services at this time. A consistent treatment of patients is critical to patient safety and must be continued in the same environment with the same staff that possesses the knowledge and background regarding the NIH facility and clinical center patients to avoid harm and injury. The same procedures and technical approaches must be used and staff must have proper licensing at all times. Any delays involved in adding new staffs to obtain and meet stringent security requirements that require special access to the government facility preclude having a new contractor at this time. Personnel are required to comply with an established identification card process that can take up to several weeks to complete. This is not a solicitation for competitive quotes. However, if any interested party, especially small businesses, believes they can meet the above requirement, they may submit a statement of capabilities within 15 days of publication of this synopsis. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. Respondents must submit their capability statements via email at seena.ninan@nih.gov on or before 12:00 PM EST on June 24, 2013. All questions must be in writing and can be emailed. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
