- VDU RFI HSFLGL-13-I-00014 REQUEST FOR INFORMATION (RFI) HSFLGL-13-I-00014 Federal Law Enforcement Training Center (FLETC), Glynco, GA Video Distribution Unit Systems This announcement constitutes a REQUEST FOR INFORMATION (RFI) ONLY. This request for information is for planning purposes only, and does not constitute an Invitation for Bid, Request for Proposal, Solicitation, and Request for Quote, or an indication that the Government will contract for the items in this RFI. The Government does not intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be considered nor used as a proposal. The Department of Homeland Security, Federal Law Enforcement Training Center (FLETC) at Glynco, Georgia is conducting market research for the purpose of identifying possible sources and the availability of Video Distribution Unit systems to be used at the Federal Law Enforcement Training Center in Glynco, GA. The video distribution unit must be capable of operating in a field environment and capable of distributing video from the field for distribution via the internet in a secure manner. The Government considers information on market capabilities, common industry standards, latest technological advances, commercial terms and conditions, timelines for adaptation and integration, pricing models, estimated pricing and possible suppliers and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. The NAICS code for this project is NAICS 512110. The Small Business Size Standard is $29.5M. Product Service Code is 5836. The FLETC requests the following information from potential sources; please include the reference RFI HSFLGL-13-I-00014: • Company name, Duns number, street address and point of contact with phone number and email address. • Provide a brief capability statement (not to exceed 5 pages excluding brochures, pamphlets, catalogs and website information) based on the requirements stated in the attached documents • What is your socioeconomic status? (see attachment #1) • Do you currently have contracts with any other government agencies (to include federal, state and local) for Video Distribution Unit Systems? If so please provide the Agency name and POC contact information if possible. • Do you have a current GSA contract for Video Distribution Unit Systems, if so please provide the GSA schedule number and FSC codes. • Please provide commercially available price lists for your equipment including any necessary support equipment and services. • Systems description(s) (size, weight, frequencies, range, etc.). • Operational use of systems and any available performance metrics. • Security and encryption features of the systems. • Ability to process, evaluate, and disseminate video in real-time (format, support equipment, etc.). • Training requirements and availability. • Brief overview of operator's and maintenance plans. This RFI is issued solely for information and planning purposes. There is no guarantee that the Government will pursue a solicitation for any of the requirements identified herein. All information received in response to this RFI will NOT BE RETURNED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the results of the evaluation. The FLETC will use the information provided for technical and acquisition planning. Analysis of the quantity and quality of responses to this RFI synopsis will be heavily weighted in the market research being conducted, and in the making of any small business set-aside determination based on this market research. If adequate numbers of responses are received from technically qualified 8(a) Firm, HUBZone, Small Disadvantaged Business, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, and/or Women Owned Small Business (See Atch 1), any future acquisition may be solicited on a set-aside basis. No evaluation letters and/or results will be issued to the participants. When available, any resultant pre-solicitation notice and solicitation may be posted at this website: https://www.fbo.gov/.
