NOTICE CONCERNING MODIFICATIONS TO ALL CONTRACTS AWARDED UNDER THIS SOLICITATION: GSA WILL ONLY ACCEPT MODIFICATION REQUESTS SUBMITTED ELECTRONICALLY AS EMODS (http://eoffer.gsa.gov). Notice is hereby provided that the Standing Solicitation for Multiple Award Schedule 874 Mission Oriented Business Integrated Services (MOBIS) has been refreshed. This new solicitation number TFTP-MC-000874-B, Refresh #21 will replace solicitation number TFTP-MC-000874-B, Refresh #20, posted on January 4, 2013 and includes updated clauses and provisions. Notice: The GSA Multiple Award Schedule (MAS) program is experiencing a tremendous increase in new offers. Due to the large number of new offers currently in process, it may take up to 7 months before your offer is evaluated. GSA's practice is to evaluate offers in the order in which they are received. However, GSA may give priority to processing certain offers when circumstances dictate, such as when a federal agency Contracting Officer specifically requests an expedited offer review in order to meet a pending requirement that will be procured under the MAS program, or when there is a need for GSA to bring strategically critical new products or services to market in order to meet federal customer needs. Offerors are responsible for payment to Open Ratings, Inc. for past performance evaluation prior to submission of an offer. The Special Item Numbers (SINs) in the solicitation include: 874-1 Integrated Consulting Services 874-4 Training Services: Instructor Led Taining, Web Based Training and Education Courses, Course Development and Test Administration, Learning Management, Internships. 874-5 Ancillary Supplies and/or Services 874-6 Acquisition Management Support 874-7 Integrated Busines Program Support Services 874-8 DAU and FAI Certified DAWIA and FAC Acquisition Workforce Training for GS-1102 and non-1102 Personnel, 874-9 Off-the-Shelf Training Devises and Training Materials: Print, Electronic, Audio-Visual, Multi-Media, and Simulation Training Devices 874-99 Introduction of New Service Eight NAICS Codes are listed under this solicitation: 541611 Administrative Management and General Management Consulting Services, 611430 Professional and Management Development Training, 611519 Other Technical and Trade Schools, 611699 All Other Miscellaneous Schools and Instruction, 611710 Educational Support Services, 423490 Other Professional Equipment and Supplies Merchant Wholesalers, 451220 "Prerecorded Tape, Compact Disc, and Record Stores", 511199 All Other Publishers. This solicitation is open continuously with no closing date. The resultant contracts are awarded as Indefinite Delivery, Indefinite Quantity; Fixed Price with Economic Price Adjustment. Contract periods commence on the Date of Award through a 5-year base period with three 5-year option periods. The resultant contracts provide a streamlined acquisition approach for federal agencies to obtain mission oriented business integrated services. GSA is only issuing this solicitation/request for proposal through the FedBizOpps internet site, GSA will not provide paper copies of this solicitation. This site contains information describing the Federal Business Opportunities and how to register to receive automatic notices of acquisitions. All responsible sources may submit an offer which shall be considered by this agency. GSA will not accept offers from offerors where the project descriptions or Statements of Work contained in the technical proposal indicate that the primary purpose or preponderance of work was for services covered by either another GSA Schedule or for services that are prohibited under MOBIS, such as Architect-Engineering services covered by FAR Part 36, or inherently governmental services.
