Map/Directions from Lambert Airport to O’Fallon Community Center Wage Determination Clause Matrix Draft Performance Work Statement Tentative Industry Day Agenda Market Research Questionnaire THIS IS A REQUEST FOR INFORMATION (RFI) The purpose of this RFI is to identify interested parties capable of performing the Fuel Transportation Contract (FTC). The United States Transportation Command (USTRANSCOM) Acquisition Directorate on behalf of Military Surface Deployment and Distribution Command (SDDC) has a requirement from the Defense Logistics Agency for the transportation of Department of Defense-owned bulk jet fuel (JP5 and JP8), marine diesel (F76), and commercial (Jet-A) by tank truck within Continental United States (CONUS). Only DoD approved Transportation Service Providers (TSP) will be permitted to transport FTC shipments of bulk fuel. Contractors shall provide these services in accordance with the terms of the contract, to include the Performance Work Statement (PWS), Military Freight Traffic Unified Rules Publication-1 (MFTURP-1), and all applicable federal, state, and local regulations. Contractors transporting FTC freight shall be registered in the SDDC Freight Carrier Registration Program (FCRP) and have valid operating certificates for the scope of operations in the contract. Contractors shall be an approved DoD carrier at the time of proposal submission. FCRP requirements and instructions are located at: https://stallion.eta.sddc.army.mil/ccp/jsp/CCPScac.jsp. E-mail usarmy.scott.sddc.mbx.carrier-registrations@mail.mil for further assistance. The Government intends to award a contract to multiple offerors under the solicitation. The contract will be Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) with a Base Year and four One-Year Option Periods. Period of performance will be from approximately 6 November 2013 through 5 November 2018. The North American Industry Classification System (NAICS) is 484220 with a size standard of $25.5 million dollars. All interested parties must be registered in the System for Award Management (SAM) database in order to receive a contract award. If not registered, register by going to the website at http://www.sam.gov. The solicitation for this acquisition will be released electronically and will be available only on the following Federal Business Opportunity website: http://www.fbo.gov. Market Research Questionnaire The questions contained in the attached market research questionnaire will help us determine the most suitable approach to acquire the services identified in this RFI. Responses are requested by 19 June 2013 at 5:00 pm Central Time. Responses should include a point of contact, telephone number, fax number, and e-mail address. Industry Day Conference The Industry Day Conference will be held on 20 June 2013 from 08:00 am - 12:30 pm Central Time at the O'Fallon Community Center located at 285 North Seven Hills Road, O'Fallon, IL 62269. This agency is interested in obtaining responses to this RFI from prospective contractors, but no contractor shall be reimbursed for providing this information; therefore, USTRANSCOM will accept the requested information in whatever format it is provided. All information provided shall become the property of USTRANSCOM and will not be returned.
