Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The United States Environmental Protection Agency (EPA) is performing a "market search" for large and small businesses in preparation for a future procurement. The EPA has need for a contractor to provide support to the Office of Water (OW), Office of Wetlands, Oceans, and Watersheds (OWOW), Oceans and Coastal Protection Division (OCPD) in Washington, D.C. technical support for coastal pollution issues, OCPD operates under the following legislation: the Marine Protection, Research, and Sanctuaries Act; Clean Water Act; Marine Plastics Pollution Research and Control Act; Water Resources Development Act; Shore Protection Act; Clean Vessel Act; National Environmental Policy Act; Clean Air Act. OCPD also works on international treaties such as the London Dumping Convention and the International Convention for the Prevision of Pollution from Ships (MARPOL). To be considered a potential source, a firm must demonstrate its ability to provide the necessary personnel and services to support the effort delineated by the draft Performance Work Statement (PWS). Specific areas of the PWS to be addressed in the capability statements are as follows: 1) Section 4.1 Field Work and Lab Analysis, 2) Section 4.2 Environmental, Ecological, Climate Change and Health Risk Assessments, 3) Section 4.3 Sources and Control of Floatable Aquatic and Marine Debris, and 4) Section 4.4 Ocean Dumping and Disposal and Dredged Material Management. The successful contractor shall provide all necessary labor, materials, and services in support of the efforts. A draft PWS can be obtained from the OAM website, http://www.epa.gov/oam/cinn_cmd/. It is anticipated that the contract will be a cost plus fixed fee, level-of-effort, term contract. The estimated period of performance is a 12 month base period and four 12 month option periods. The estimated level of effort for the each period is 6,000 hours. In addition increased quantity options will be available in each period up to a total of 5,200 per period. The total level of effort hours for the entire contract period (including options, and optional quantities) is 56,000 hours. The applicable NAICS code is 541611 with a size standard of $14 million. Any interested firm should submit information which demonstrates the firm's ability to perform the key requirements described above. Standard company brochures alone will not be considered a sufficient response to this Sources Sought Synopsis. The capability statement should also include: size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified Hubzone, 8(a), women-owned, small disadvantaged and/or service disabled veteran owned small business concern, point of contact, telephone number, email and interest in proposing on the solicitation when issued. The EPA reserves the right to set this action aside for small businesses if it determines that there are two or more small businesses able to compete in terms of market prices, quality, and delivery. If set aside, a small business would be required to perform at least 50 percent of the direct labor costs incurred under the contract with its own personnel (FAR 52.219-14). Capability statements from small businesses should address their ability to meet this requirement. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources sought synopsis.
