- CSC Applied Technologies LLC (CSC) is contemplating the issue of solicitation IFB168B for XTLF 10-1024, Repair UOQ Mechanical System, F641 - F646 as a Small Business set aside. Funds are not promised or guaranteed for this solicitation. There shall be no legal liability on the part of the Government or CSC should funding not be provided. In the absence of funding no contract will result. Should funds be provided, to be considered for award of this project a contractor must have satisfactory previous experience in the types of work contained in this solicitation and have a successful track record performing the types of work contained in the project. Vance AFB also has strict Base access regulations and commercial inspections are mandatory with each entry to the facility. The acceptance period for this action will be through 30 September 2013 and contractors should consider this impact to their bonding limits prior to bidding the solicitation. Project consists of replacing an existing 2 pipe mechanical piping system with a new 4 pipe system from the Central Plant Facility F646 to each Unaccompanied Officer Quarter Facilities (UOQ), F641-F645, including replacing existing 2 pipe vertical fan coil units with new 4 pipe vertical fan coil units and all work in accordance with the plans and specifications to provide a completed project. 1) Two new chilled water pumps are to be installed. 2) Two dual temperature pumps are to be replaced with new hot water pumps. 3) New piping and accessories will be installed within the F646 Central Plant Facility. The project includes relocating existing floor drains within the vertical fan coil unit closets as required to allow installation of the new 4 pipe vertical fan coil units. The contractor shall develop a unit price to relocate one existing floor drain and shall include the price for relocating 50 floor drains in the base bid. The contractor shall reimburse costs if relocation of less than 50 floor drains is required based on the submitted unit price for this portion of the work. The project also includes 200 new concrete core drilled penetrations through the second floor slab and filling 100 existing penetrations through the second floor slab. The contractor shall develop a unit price for one new concrete core drilled penetration and filling one existing penetration. The contractor shall reimburse costs if an existing second floor slab penetration is used in the work and a new concrete core drilled penetration is avoided based on the unit cost submitted for this item of the work. The project also includes two new two-way control valves with electronic actuators and wiring for isolating the existing chiller at the Central Plant Facility F646. Project also includes repairing grounds, fences, landscaping and other areas affected by the project. HVAC service at each UOQ shall not be out of service more than a total of 10 hours. Contractor shall submit a plan to describe how the new vertical fan coil units will be connected to the new 4 pipe piping system while maintaining service to the existing 2 pipe fan coil units yet to be replaced at each UOQ within the time allowed. The ‘down' time of the UOQ HVAC system is very important to Vance AFB and shall be minimized to the maximum extent possible. NAICS 238220, Small Business Set Aside Small Business Size $14M. Magnitude $1M - $5M Estimated Solicitation Issue Date: June 18, 2013 Once issued, please refer to the Solicitation Documents Folder of the solicitation download in the file "Solicitation Offer and Award" to confirm the following dates Pre-Bid, July 10, 2013, 10:00 a.m. at Vance AFB, OK meeting will begin in Building 200 Conference Room 123. Bid Opening, July 24, 2013 at 2:00 p.m. to be held at Building 200 Conference Room 123. Both above dates are subject to change. Please verify prior to dates shown to assure the scheduled events will occur as stated here. Anyone planning on hand carrying a bid that does not already have a Base pass should contact the Construction Contract Specialist via E-mail at ricky.murrow.ctr@us.af.mil and advise who will be carrying the bid. The individual(s) will need to plan on arriving at the Visitors Center at least 45 minutes prior to bid opening to avoid potential delay in accessing the facility. Valid driver's license and current insurance and registration for the vehicle being driven will also be required to be presented at time of arrival at the Visitors Center and prior to a Base pass being issued. Please note: All interested persons wishing to attend the, non-mandatory but highly recommended, Pre-Bid Meeting to be held at Vance AFB must provide the following information a minimum of five (5) days prior to the Pre-Bid Meeting. The individuals name as it appears on their Driver's License, Driver's License Number, Driver's License State of Issue and Date of Birth. Provide the above via E-mail to ricky.murrow.ctr@us.af.mil. Valid driver's license and current insurance and registration for the vehicle being driven will also be required to be presented at time of arrival at the Visitors Center and prior to a Base pass being issued. It is important that information be provided no later than the Thursday of the week prior to the Pre-bid meeting date.
