- Solicitation package The Bureau of Labor Statistics (BLS) Division of Major Sector Productivity (DMSP) currently uses Time Series Processor (TSP) programs in the estimation subsystems. DMSP has been tasked with converting the TSP estimation subsystems to a SAS platform. DMSP staff are developing the enterprise architecture and carrying out the requirements, IT development, and testing-given the requirement that staff perform in-house modifications to incorporate revisions to source data under extremely tight timelines. As economists, DMSP staff is expected to create and maintain software programs, but only a few staff members have advanced programming experience in SAS. DMSP staff has received training in SAS and individual staff members are working on different aspects of the SAS software conversion. DMSP is requesting contractor resources to coach staff in the design, development, and implementation of the SAS enterprise architecture for estimating major sector productivity. Hired resources will be a SAS expert(s) who will provide expert advice and guidance in a SAS development environment and who will provide coaching to DMSP staff both on site and virtually on a periodic basis. The purpose of this work is to provide support for DMSP's successful completion of the SAS software conversion. This support consists of expert feedback to improve the design, application and development of the new IT production system that prepares major sector productivity measures, and coaching and teaching advice that will enable DMSP staff to increase their knowledge and abilities to carry out SAS programming. There are three main objectives: 2.1. Support development of SAS coding expertise among DMSP Staff to successfully complete SAS software conversion project milestones on (or ahead of) schedule 2.2. Provide expert guidance on DMSP approach to SAS software conversion 2.3. Provide expert advice on coding technique to improve quality and efficiency of code development See attached soliciation package.
