Description
This Presolicitation Notice is to announce that the U.D. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a contract with Aqueous Solutions, LLC, on a sole-source basis, for software license renewal for Geochemists Workbench Pro software. The USGS has concluded that this software renewal is unique and only available from Aqueous Solutions, LLC. The reasons justifying this lack of competition are based on the following description of specific qualifications the Government requires of the software to meet its minimum need: The Geochemists Workbench suite of computer codes covered by this purchase is composed of: ACT2; a code for plotting activity-activity diagrams TACT; a code for plotting temperature-activity diagrams RXN; a code for balancing chemical reactions and calculating thermodynamic data as a function of temperature. REACT; a general-purpose geochemical modeling code. X1T; a fully coupled one-dimensional fluid flow and geochemical reaction code X2T; a fully coupled two-dimensional fluid flow and geochemical reaction code. GSS; A geochemists spreadsheet linked to the above codes. Mission requirements of the Mineral Resources Program of the Geologic Discipline are tied to understanding the geochemistry of both ore deposit formation and environmental processes associated with ore deposit weathering and mining. These processes are typically so complex that computer programs are a requirement to pursue these studies. The package of computer codes covered by this proposed acquisition offers features that are not offered individually and/or in combination by any other software package. The thermodynamic databases upon which the calculations are based permit calculations from 0 degrees C up to high temperature (200 degrees C) and include the facility for calculating solutions with very high salt content. This temperature and salinity range is required by the Minerals Program because its scientists study low temperature earth surface processes as well as the high temperature reactions that form ore deposits. The package includes the facility for plotting diagrams that allow geochemists to visualize earth science chemistry. These include Eh pH diagrams, solubility diagrams, mosaic diagrams and temperature activity diagrams. These capabilities are not available in any other software package with comparable graphics output. A key component is the Geochemists Spreadsheet. This spreadsheet is a central repository for data for a study that interfaces with the other Workbench codes. This spreadsheet is the only one available that not only permits basic geochemical calculations and visualization, but also links directly to highly advanced geochemical modeling tools such as reaction path modeling. The spreadsheet converts units among the full range used by scientists, checks for charge balance to determine the quality of chemical data and calculates total dissolved solids as well as calculating aqueous species distribution. Geochemical properties of samples in the spreadsheet can be instantly plotted by an advanced and highly configurable graphics package that includes the specialized plots required by geochemists. Analyses in the spreadsheet can be directly introduced into the other computational tools in the package. These tools include advanced simulation of reaction processes. These calculations predict how elemental and isotopic distributions change over the course of the reaction and allow the modeling water-rock interaction, as well as the simulation of fluid mixing. The Workbench modeling codes offer unique capabilities for modeling microbial metabolism and growth and extremely flexible tools for modeling chemical kinetics (reactions controlled by non-equilibrium processes). The package also offers advanced capabilities for reactive transport modeling which link to all the other capabilities. Reactive transport modeling predicts how the chemistry of a fluid will change as it passes through a rock. This includes both one-dimensional and two-dimensional reactive and bioreactive (involving microbes) transport models. The capabilities of this portion of the set of codes include the ability to include dual porosity calculations. In order to be responsive to this Notice, a firm must provide the appropriate capability statement for consideration by 3:00PM Mountain Time, June 19, 2013.
