- The Request for Proposal (RFP) for the Engagement Skills Trainer II (EST II), issued 10 May 2013, will be amended. The RFP proposals due date is amended from 11 June 2013 to 24 June 2013. The amendment, together with the questions received from Industry and the applicable Government answers, will be released shortly. *************************************************** ORIGINAL POSTING - 10 May 2013: The Request for Proposal (RFP) for the Engagement Skills Trainer II (EST II) was released 10 May 2013. The RFP, with its attachments, reflects Government revisions to these documents, some of which are based on Industry feedback. Please note that Offerors should not solely rely on Draft RFP, previous Questions and Answers, and draft documentation previously provided for this effort. The RFP and its attachments being released contain all known requisite changes that needed to be made. The Government is providing a Summary of the EST II edits/revisions made to the Draft RFP posted 15 April 2013. The intent of this summary is to help offerors quickly identify many of the changes that were made in the RFP package. Please note that this summary may not be all inclusive. Certain Government Provided Information (GFI) that the Government has provided for this acquisition is considered Sensitive but Unclassified Data which is subject to export controlled (ITAR). This GFI, which was previously provided, is still located within the FedBizOPPS, Special Notice W900KK13R0007. Meggitt has informed the Government that they will commit to enter into a royalty free, personal, non-exclusive non-transferable license agreement and separate Non-Disclosure Agreement for the complete Interface Control Document with the successful Awardee, limited to the EST weapons developed and delivered by FATS under Lots 0 to 5 1/2 (weapons that may undergo tech refresh) for the purpose of the EST II program ONLY. If your firm has any comments/questions to this RFP, please provide them NLT 2:00 PM EST 24 May 2013.
