- In the interest of economy and efficiency, the new work is a logical follow-on to an original order that was placed competitively among GSA schedule-holders (i.e., the original order was not sole-source or limited-source.) FAR 8.405-6(a)(1)(i)(C). The original contract (COP13O0001 was to provide an Infrastructure as a Service (IaaS) hosting environment for the ELi system as defined by NIST SP 800-145. The original order was competitively awarded on GSA. The proposed work is a logical follow-on to the original order; The proposed work fills gaps and provides additional subject matter expertise required to complete the tasks defined within the original contract. Gaps exist because the innovative nature of cloud hosting and the need for a security layer to be built for ELi requires more advanced skill sets than the Library currently has in house. These gaps were not anticipated at the time the original contract was awarded. The Library requires the following supplies or services: 1. A list of system architectural recommendations for the ELi Hosting environments with respect to hosting within the Amazon Web Services cloud. 2. A list of system architectural recommendations for the ELi Hosting environments with respect to Federal Security requirements compliance within the Amazon Web Services cloud. 3. An installation report and updated ELi Installation guide (to be provided) to reflect changes to the security layer that supports the Amazon Web Services cloud hosting environments. Work on the original contract has already started; the existing contractor provides the most economical and efficient opportunity because they have conducted all of the work on the existing hosting environment. Another contract would require discovery and ramp up time that could consume or exceed the funding for this order.
