CONTACT INFORMATION IS ALSO IN THE BODY OF THIS SOLICITATION.*************** This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for Upgrades and Repair to an 18'x20' Autoclave Control System located in Building 4707 at Marshall Space Flight Center in Huntsville, AL 35812. Vendors shall replace the computer controllers with a new system with easily accessible software complete with build in safety controls to prevent an operator from inadvertently placing the autoclave in an unsafe condition. See attached Statement of Work and Photographs. To better understand MSFC's requirements, an On-site visit for potential vendors will be held on June 27, 2013 at 9:30 a.m. CST in Building 4707 at Marshall Space Flight Center in Huntsville, Alabama. Anyone interested in attending this on-site shall have the following information to Kiera Spann no later than June 12, 2013 by 12:00 pm CST: 1. Full Name of person(s) attending. 2. Company Name. 3. Driver's license number and State. 4. Must be an American Citizen. To gain entry onto the Redstone Arsenal's Facility, the following basic requirements must be met: Visits should be for official NASA business or in the best interest of NASA. Visitor(s) need to obtain a visitor's badge at the Joint Visitor Control Center (JVCC) located on Rideout Road, north of Gate 9. The JCCC hours of operation are 6:00 a.m. - 5:00 p.m. weekdays. Visitor(s) are to carry all required identification and vehicle information into the JVCC, i.e., driver's license, proof of insurance, vehicle registration, and/or rental agreement. Visitor(s) will drive to the adjacent vehicle inspection area where security guards will inspect for prohibited items. After inspection, visitor(s) will proceed to Gate 9 and enter the installation through the far right lane. Proceed to Apollo Road and turn right. A gate will stop your entry into the 4707 area; this will be the pickup area for all vendors to meet and be escorted to Building 4707, where the autoclave is housed. The provisions and clauses in the RFQ are those in effect through FAC 2005-66. This procurement is a total small business set-aside. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Period of Performance will be determined after evaluation of all quotes. Delivery to Marshall Space Flight Center (MSFC), Building 4707, MSFC, AL 35812. Delivery shall be FOB Destination. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list the country of origin. See attached applicable Terms and Conditions. Telephone questions will not be accepted. Any answers generated from questions related to this solicitation will be posted on July 11, 2013. Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. All responsible sources may submit an offer which shall be considered by the agency; however any award from the RFQ will require the potential vendor to be verified with valid effective dates within the following Government website for Central Contractor Registration (CCR) Online Representations and Certifications Applications (ORCA) on the System for Award Management (SAM) website which can be found at: https://www.sam.gov/ Offers for the items(s) described above are due by 5:00 pm CST on July 19, 2013 to Kiera Spann at kiera.spann@nasa.gov or fax to 256-544-5028 and must include, solicitation number, FOB destination to this Center, proposed Period of Performance schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors may use their standard company form to submit their offers. NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable.
