- Solicitation Package for Mid-Career and Pre-Retirement Seminars DESCRIPTION: This is a combined synopsis solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. GAO anticipates award of a five-year IDIQ with a firm-fixed-price. The solicitation number is GAO-13-N-0026 and it is being issued as a request for proposals (RFP). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through the Federal Acquisition Regulations. BACKGROUND The Human Capital Office (HCO) is responsible for providing retirement services to the U.S. Government Accountability Office (GAO) employees. To do this, HCO offers mid-career and pre-retirement planning seminars. Typically, the mid-career retirement seminars are made available to employees who are within 10-15 years of retirement eligibility and the pre-retirement planning seminars are made available to GAO employees who are within 5 years of retirement eligibility. Both seminars last for several days and provide in-depth information to assist employees in making critical decisions as they approach and prepare for retirement. HCO does not possess the necessary subject matter knowledge to conduct the seminars of the scope desired, nor is such expertise available elsewhere in GAO. In addition, by addressing groups rather than single employees, the seminars represent a cost-effective way of conveying retirement information. SEE ATTACHED SOLICITATION FOR FURTHER INFORMATION
