- MARKET RESEARCH/REQUEST FOR INFORMATION. NO SOLICITATION DOCUMENT EXISTS. The NAVSUP Fleet Logistics Center Jacksonville is conducting a market survey to determine the availability of vendors capable of providing paint for Trident Refit Facility at Naval Submarine Base, Kings Bay, GA. The Trident Refit Facility requires a Just-In-Time (JIT) contract for the procurement of critical and non-critical coating systems (epoxy and enamel paints) that are required by NAVSEA for submarine preservation with a 24 hour delivery once the order has been placed, the coatings must have Certificate of Compliance and matching lot and batch numbers. The paint must be in accordance with MIL-SPEC paints from enamel, non-skid, paint thinner under MIL-SPEC DOD-E-24607A(SH) dated 11 September 2006 and critical coating Dura Plate High Solid Epoxy (QPL-23236), Epoxy coating (QPL-24441), Fast Clad (QPL-23236) and Anti-Corrosive Epoxy paint (QPL-24647) for ship structures. The requested coated systems are required by the NAVSEA STANDARD ITEM 009-32 FY-13 Cleaning and Painting Requirements; accomplish, and SUBMEPP Submarine Maintenance Standard No. 6310-081-015 Rev H CHG-6, Submarine Preservation. The anticipated period(s) will begin 01 September 2013 and will consist of a one (1) year base period and four (4) twelve month option periods. A firm fixed priced Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated. It is anticipated that the Request for Proposal will be issued in the on or around 25 June 2013. Interested vendors are requested to submit a capability statement outlining their ability to meet or exceed this potential requirement no later than 2:00 pm (Eastern Standard Time), 10 June 2013, stating their business size, as well as a point of contact. The government will use the results of this announcement to determine whether the acquisition of the above described requirement should be solicited as a small business set-aside, or whether full and open competitive procedures should be utilized. The Government will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the request for information.
