- The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) for Janitorial Services in Woods Hole, Massachusetts. In accordance with the Department of Commerce's Green Procurement Program, this procurement is subject to Section 9002 of the Farm Security and Rural Investment Act of 2002 (FSRIA), Executive Order (EO) 13423, "Strengthening Federal Environmental, Energy, and Transportation Management", and the Federal Acquisition Regulation clauses governing the requirement to provide biobased products (FAR 52.223-1, and 52.223-2). In accordance with 14 U.S.C. 46-48c, the services identified under this procurement may be added to the AbilityOne Procurement List. If these services are added to the AbilityOne Procurement List, then the option(s) identified in the bid schedule will not be exercised. The contractor shall provide services across separate locations to include: 166 Water Street (Main Lab), 22 Albatross Street (Cottage Bldg), 16 Albatross Street (Aquarium/Maintenance Bldg), 13 Church Street (Fisher House), and 16 Church Street (Exchange Bldg) all located in Woods Hole, Massachusetts. The Contractor shall provide services at 32 Jonathan Bourne Drive (Warehouse) which is located in Pocasset, Massachusetts. The majority of the cleaning for the NEFSC shall be accomplished between the hours of 4:00 p.m. and 12:00 am in the Aquarium, and Maintenance buildings and the Laboratory and Cottage buildings. The cleaning in the Fisher House and Exchange building will occur between 6:00 pm and 11:00 pm. These services shall be provided Monday through Friday, Federal holidays excluded, unless otherwise specifically approved by the Contracting Officer's Representative (COR). There is a mandatory site visit for this requirement and vendors are required to schedule a site visit to be conducted during the period of June 17, 2013 through June 21, 2013 between the hours of 9:00 a.m. and 4:00 p.m. Offers will only be considered from those vendors who attend a site visit. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 561720 Janitorial Services. The small business size standard is $16.5M. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Subpart 13.5, Test Program For Certain Commercial Items and will be evaluated on a best value basis wherein the following factors 1 - 3, listed in descending order of importance, when combined, are significantly more important than price: (1) Technical; (2) Experience; (3) Past Performance; and (4) Price. All responsible sources may submit a quote that shall be considered by the agency. To be eligible for award, vendors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the System for Award Management (SAM): www.sam.gov. The solicitation will be available electronically on or about June 3, 2013 via FedBizOpps at www.fedbizopps.gov.
