Description
DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs, VISN 01, Providence VAMC, Providence, RI The U.S. Department of Veterans Affairs, Contracting Office at Providence VAMC, proposes to enter into a contract on a basis of other than full and open competition for independent study assessor services in fulfillment of the referenced requirement of the Research and Education (151) Service. Transaction # 650-13-3-745-0020. 2.Nature and/or Description of the Action Being Processed: Contracting Action: A new, sole source, independent study assessor services contract with dr. XXXX, Ph.D. to provide study assessments under the research project: "Group CBT for Chronic PTSD: RCT with Veterans ", VA Principal Investigators: Dr. XXXX, Ph.D. and Dr. XXXX, Ph.D. 3.Description of Supplies/Services Required to Meet the Agency's Needs: The services required are for the contractor to conduct periodic diagnostic study assessments to monitor and assess the symptoms of participants enrolled in the abovementioned research study. In the role of independent study assessor, the contractor will conduct standardized diagnostic interviews at mid-treatment, post-treatment and 3-, 6-, and 12-month follow-up periods for study assessments. Study assessors must have graduate training in the assessment and diagnosis of psychological disorders. For the purpose of this study, independent assessors will undergo specific training on the administration of the Clinician Administered PTSD Scale (CAPS; Weathers et al., 2001) and the Structured Clinical Interview for DSM-IV (SCID; Spitzer et al., 1994) in addition to a series of self-report measures. The contractor will have completed this training prior to conducting assessments and additionally they will obtain all necessary VA research and security trainings. Estimated cost is $14,400 base year, with 4 option years @ $14,400 each year. Total contract cost is estimated at $72,000. 4.Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a) as implemented by: ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Dr. XXXX possesses highly desirable skills and is highly qualified to provide these services given her doctorate in clinical psychology and extensive experience in diagnostic assessment. Additionally, she has significant experience conducting diagnostic evaluations in the context of a number of research studies in a similar role to that of which she will be conducting on the abovementioned study. As such, Dr. XXXX has specific knowledge and facility with the diagnostic instruments that will be utilized in this study. Furthermore, she has prior clinical experience in evaluating and treating veterans diagnosed with PTSD which will be the specific population participating in this study. Her highly desirable skill set and prior experiences make her ideally suited and necessary for this position. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: The research project is specific in its needs and qualifications of personnel to further the research proposed. An FBO posting will be made but award as requested will not be impeded. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The anticipated cost is fair and reasonable, determined by the median salary for study assessment services performed by a psychometrician with a Ph.D. degree. The proposed rate is at the Federal hourly rate with locality bonus for a postdoctoral-level psychologist providing research study assistance (i.e., GS-12-1 as per VA Handbook 5005, Part II, Appendix G18 - pg. 5). Estimated cost is $14,400 base year, with 4 option years @ $14,400 each year. Total contract cost is estimated at $72,000. Price analysis will be conducted in accordance with FAR 13.206-3. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research was not conducted. The required source has the specific requirements needed to accomplish the research objectives. She is experienced with the type of research and has the qualifications to complete the objectives. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: The work to be performed as part of this contract is not suitable for full and open competition because Drs XXXX and XXXX, need to be fully confident that the contractor is capable of the requirements of having a highly desirable specialized set of skills involving prior clinical experience of working directly with Veterans with PTSD while also having adequate facility with the specific diagnostic techniques and assessments that will be utilized for this study. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: See Section VI above. 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: No actions are planned, but the investigators will continue to monitor requirements and developments in the market.
