Description
National Aeronautics & Space Administration (NASA)/Johnson Space Center (JSC) is hereby requesting information on Packet Forward Erasure Correction (PFEC). JSC seeks a specifiable PFEC algorithm, PFEC frame format, and PFEC protocol for a range of potential uses. Additionally NASA is seeking potential sources for a PFEC Study. One NASA use-case is providing reliability for extraterrestrial links.These typically have significant delay (seconds to tens of minutes) and therefore we do not use retransmission control protocol (TCP) reliability. Presently we provide link-layer reliability with Convolutional Coding, Reed-Solomon and Low Density Parity Check. We have moved to Consultative Committee for Space Data Systems standard framing protocols for these. NASA is additionally advancing Disruption Tolerant Networking (DTN) to provide automated retransmission reliability for communication outages on intermittent links. PFEC may have a place in the DTN stack, perhaps by adding Internet Engineering Task Force (IETF) Request for Comment (RFC) 6363.Another use-case is adding reliability to high-speed terrestrial User Datagram Protocol streaming of compressed analog signals including video and radio signals (for example VITA-49) to support distributed systems integration activities. Criteria to support a preference include: - Can already be referenced as a specified standard protocol - Supported by available open source, or proprietary implementations with acceptable terms - Has been implemented both as software and as firmware and can be hosted on a variety of platforms. (Platforms of greatest interest include Matlab, LabVIEW, Linux, Windows, HDL for Virtex 5). - Overhead introduced is modest. (Overhead includes parity and protocol fields). - Latency introduced is modest. (By nature the codes spread parity over surrounding packets, and the more packets necessary for reconstruction, the greater the latency). - Overhead can be adapted. (Some networks will exhibit random packet losses, but some will have correlated packet losses where two, three, four, or more packets may be lost with narrow separation. The code has parameters which allow it to be adjusted to the situation.) - Overhead is adaptive. (The code is part of a protocol which includes a Quality of Service feature which actively adjusts the protective overhead by handshaking). National Aeronautics and Space Administration (NASA) Johnson Space Center is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the(PFEC)Study. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Vendors having the information and capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, or any category of small business, number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
