- FY13 SOF AC-130J COMBAT PARKING APRON AND FUSELAGE TRAINER FACILITY, CANNON AIR FORCE BASE, NEW MEXICO. The proposed procurement is Unrestricted, and thus open to large and small businesses. NAICS is 237310/SIC 1611, with a size standard of $33,500,000.00. The magnitude of construction for this project is $10,000,000.00 to $25,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 17 June 2013, with proposals due on or about 17 July 2013. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. CONSTRUCTION SERVICES TO BE PERFORMED under this firm fixed price contract will consist of the construction of approximately 70,000 square yards of 16.5 quote mark airfield concrete paving, an asphalt shoulder, a double box storm drain and associated airfield lighting. The project also includes the construction of a 14,000 square foot Fuselage Trainer building. The training facility will be steel frame, with masonry walls and a sloped roof. Functional administration areas include classrooms, briefing rooms, a high bay area with oversized doors and administration areas. Construction will also include utilities, parking, fire protection, and all necessary support. The construction will be phased to ensure minimal downtime to training operations conducted on the fuselage. The new facility will be required to be operational prior to the demolition of the existing building and construction of the airfield paving. THE PROJECT will be advertised as a Best Value Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. Proposed procurement will result in a firm-fixed price contract.
