- Description
- The National Science Foundation (NSF) is performing market research to determine potential sources for an icebreaking research vessel to perform extended work in the southern hemisphere. Ideally, the vessel would have the following capabilities: • Break 1.5m sea ice at 3knots (IACS PC3), with a minimum transit speed of 11 knots in ice free waters; • Support up to 50 science and technical personnel; • Endurance of 60+ days at sea un-replenished; • Seismic system capable of towing multi-channel streamers; • Scientific laboratory space of ~6,000 to 12,000 square feet (550 - 1100 sq meters); • Flow-through scientific seawater system capable of delivering 10-20 liters/min to all laboratory spaces; • Built-in climate-controlled workspaces; • Built-in refrigerators and freezers for science samples; and • Helicopter deck capable of supporting two light helicopters or one medium helicopter. Background NSF is an independent federal agency created by Congress in 1950 to promote the progress of science; to advance the national health, prosperity, and welfare and to secure the national defense. The Antarctic Infrastructure and Logistics Section of the Division of Polar Programs supports scientific research in the Antarctic and operational support related to that research. Science programs include disciplinary, multidisciplinary, and broad, interdisciplinary investigations directed toward both the Antarctic as a region of special scientific interest and a region important to global systems. Disciplinary interests encompass the atmospheric, biological, physical, earth, ocean, and social sciences. Responses to this Sources Sought notice will be treated as information only and will be considered as part of the Government's market research efforts. Any interested firm should submit a written capability statement that addresses its ability to provide a suitable vessel and include an associated specification. If modifications to an existing vessel are required to meet desired capabilities, a rough order timeline for completing upgrades should be included. For firms determined to be potentially viable, NSF may opt to request additional information and/or perform a ship inspection during the Fall 2013 timeframe. Please do not submit any proprietary information in your capability statement. Capability statements shall not exceed 5 pages readable in Microsoft Word 2007 and must be submitted via e-mail to Mary Rouse, Contracting Officer, mrouse@nsf.gov no later than June 28, 2013. Only e-mail electronic submissions will be accepted. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals and submission of a response, though encouraged, is purely voluntary. The Government assumes no financial responsibility for costs incurred in responding to this notice.
