- Delineated Area Map for Marsing, Caldwell and Homedale GSA Public Buildings Service U.S. GOVERNMENT RLP 1ID2007 Expressions of Interest Sought The US Government currently occupies office, warehouse, and wareyard space in multiple buildings under multiple expiring leases in Marsing, Idaho. The Government seeks expressions of interest for one combined space offering the following: State: Idaho City: Marsing or Homedale or Caldwell, ID Delineated Area: Please see attached Delineated Area Map. 1) Marsing, ID 2) Homedale, ID 3) Caldwell, ID North: beginning at the northwest intersection of Johnstone Road and Ustick Road, traveling east on Ustick to Farmway Road; traveling north on Farmway Road and turning east on Star Blvd. until it intersects Middleton Road. East: Middleton Road. South: beginning at the intersection of Middleton Road and Karcher Road, traveling west on Karcher Road, south on Florida Ave., continuing west on Karcher Road, south on Sunnyslope Road until it intersects Edison Road, then traveling west on Edison Road, north on Cemetery until it intersects the 95 Freeway. West: 95 Freeway and Johnstone Road. Minimum Sq. Ft. (ABOA): 6,105 ABOA Office 2,100 USF Warehouse 41,800 USF Wareyard Maximum Sq. Ft. (ABOA): 6,200 ABOA Office 2,100 USF Warehouse 41,800 USF Wareyard Space Type: Office, Warehouse and Wareyard Parking Spaces (Surface): 52 for visitors and employees 1 for large RV(12 x 40 foot pull through) Parking Spaces (Structured): In Wareyard, see additional requirements Parking Spaces (Reserved): In Wareyard, see additional requirements Full Term: 20 years Firm Term: 20 years Option Term: None Additional Requirements: Lease procurement to comply with The Rural Development Act of 1972. Offered space must be located in close proximity within one and one half (1 ½ ) miles to services such as restaurants, gas stations, banks and fast food locations. Space requirements may be met with traditional buildings or with modular buildings. Wareyard space must be able to accommodate: 14 Secured Parking spaces for GOVs. Spaces must be 10 feet by 20 feet, and allow for easy maneuvering of farm vehicles and large RVs 3 storage sheds, including one HazMat shed (approximately 500 sf for each shed) -horse corral that is 20 feet x 40 feet (800 sf) ATV and Motorcycle shed that is 16 feet x 34 feet (544 sf). Site should allow a 40 foot freestanding radio tower to be installed by Government. Location must have a line of sight to Lucky Peak (Shaw Mountain communications site: 44 36 19.0N. 116 03 36.0 W, 1783 meters). In addition all new construction shall achieve an Energy Star label within 18 months after occupancy by the Government or must meet energy star steps for exemption as defined on the Energy Star web site. The Offeror is encouraged to include shared savings in the offer as a result of energy upgrades where applicable. ENERGY STAR tools and resources can be found at the http://www.energystar.gov Web site. The term "most recent year" means that the date of award of the Energy Star label by EPA must not be more than 1 year prior to the lease award date. For example, an Energy Star label awarded by EPA on October 1, 2011 is valid for all lease awards made on or before September 30, 2012. To earn the Energy Star label, a building owner or representative must follow the instructions on the Energy Star Web site at http://www.energystar.gov/eslabel. Tenant requires access to building 24 hours per day, 7 days per week and 365 days per year. Expressions of Interest Due: June 28, 2013 Offers Due: TBD Occupancy (Estimated): June 1, 2015   Offered space must meet Government requirements, as per the terms of the Lease for: 1. Fire safety 3. Accessibility (ABAAS) 4. Seismic 5. Sustainability 6. The proposed leased space shall be provide for modified gross rent with offeror providing janitorial services, and typical building services with the exception of gas and electricity utilities. The Government will contract directly for gas and electric utilities. 7. Offered space shall not be in the 100/500 year flood plain. Expressions of interest must include the following information: 1. Building/site name and address and location of the available space within the building/site; 2. Rentable square feet available and expected rental rate per rentable square foot, showing the rent broken into Shell rent and Operating cost rent, excluding gas and electric utilities; 3. ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced, excluding gas and electricity. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, (if any); 4. Date of space availability; 5. Building ownership information; 6. Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking, (if any); 7. Energy efficiency and renewable energy features existing within the building; 8. List of building services provided and a detailed map showing the proximity of the offered space to services such as restaurants, banks, gas stations and fast food locations; 9. One-eighth inch scale drawing of proposed space offered, and proposed site layout; 10. Name, address, telephone number, and email address of authorized contact; 11. In cases where an agent is representing multiple ownership entities, written acknowledgement; 12. Permission to represent multiple owners for the same submission; 13. Your letter must include the RLP # listed above and be emailed or mailed to the Primary point of Contact. If the letters expression of interest do not have all of the information listed above they will be considered unresponsive..
