Field Advisor - Security Supervisor Lima, Peru Issuance Date: 05/31/2013 Closing Date: 06/14/2013 SOLICITATION NUMBER: PSC-13-039-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. SOLICITATION NUMBER: PSC-13-039-INL 2. ISSUANCE DATE: 05/31/2013 3. CLOSING DATE: 06/14/2013 4. TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 5:00 PM, EST 5. POSITION TITLE: Field Advisor - Security Specialist 6. MARKET VALUE: $80,728- $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: This position is located in the International Narcotics and Law Enforcement (INL) section of the U.S. Embassy in, Lima Peru. The INL Aviation team manages twenty four (24) rotary wing aircraft and two (2) fixed wing aircraft. These aircraft are USG/DOS owned. The Advisor manages 125 host nation personnel in support of counter narcotic operations. S/he provides planning, operational, security, training, logistical and Embassy Field Coordination (EFC) support for the Main Operating Base (MOB) in Pucallpa and four (4) forward operations bases east of the Andes. The position requires a minimum of 50% travel outside of Lima. Key duties will be performed from forward operations locations in the jungle east of the Andes. Purpose The purpose of this personal service contract position is to provide a Field Advisor/Security Supervisor; EFC as required at forward deployed areas east of the Andes at all INL Section controlled and forward deployed units in Peru. Assists in effecting high level interagency coordination with the American Embassy, host nation Counter Narcotics (CN) police and military services, aviation support services contractors, and other participating USG agencies. Relationship The Advisor works under the direct supervision of the Senior Aviation Advisor; however, exercises wide latitude for independent action, initiating projects and executing approved new programs with limited supervision. Provides security supervision and oversight for the U.S. Embassy Torres security contractor in Pucallpa, Tingo Maria, and other forward deployed locations. Monitors and evaluates six (6) Field Advisor/Security Specialist contractors performance in field operations, training, logistics, and security. Completed work is reviewed for timeliness and effectiveness. Duties and responsibilities 1. Manage and supervise six (6) field advisors /security specialists, 125 Minister of Interior contract workers; manage and supervise sponsored/directed activities in support of Peruvian counter narcotics operations. 2. Procure Aviation fuel for NAS B-1900, for Lima and forward operations bases refueling locations. Provide fuel quality control supervision for DynCorp contractor for 220,000 gallons of aviation fuel in Lima and forward operation bases. Training of National Police refuelers as necessary to safely refuel USG aircraft in support of eradication and interdiction operations. 3. Supervise, coordinate and provide HF, FM, and VHF radio, satellite, telephone and e-mail communications support in Pucallpa and other forward operating sites supporting INL Section Aviation east of the Andes for counter narcotic activities. 4. Advise the INL Section Director, Regional Security Office, and other staff on specific matters related to the security of human and material resources at all operational sites. Coordinate with other Embassy elements and host country agencies to assess the threat level at the operational sites to determine and implement appropriate security measures. 5. Direct, plan, and coordinate with Senior Aviation Advisor, Regional Security Office, and INL Section Director on decisions regarding the safety and security of U.S. Government personnel and property. 6. Ensure that USG provided commodities are effectively utilized and that there is no fraud, waste, or mismanagement in the Program through continuous over sight and end-use monitoring at all INL Section Aviation sites. 7. Oversight and direct supervision for minor construction projects and facilities maintenance in support of counter narcotic operations. 8. Coordinate with U.S. Embassy sections, USG agencies and host country counterparts to identify logistical support requirements. Provide required support as established by policy and guidance from the INL Section Director, Deputy Director, Senior Aviation Advisor, and Deputy Senior Aviation Advisor. 9. In consultation with the Regional Security Officer, prepare and update as required: security instructions, operations plans and procedures, site emergency evacuation plans, site surveys for operations and security of operational areas and ensure that all official personnel in the area of responsibility are made aware of such instructions, plans, and procedures. 10. Provide operational and training expertise to National Air Police (PNP) and Counter Narcotic Police and civilian manual eradicators in field operations; direction and guidance in teaching paramedic programs for forward deployments, pathfinder program instruction, procedures for forward deployment missions, Airmobile and Fixed Wing Aircraft Operations, Fast Rope, STABO and emergency extraction techniques for internal search and recover missions. 11. Provide operational field support to humanitarian missions and search and rescue missions as requested by the Chief of Mission (COM). 12. Training and Oversight for the safe use of M60D machine guns for helicopters for self-defense in hostile environments. 13. Supports the INL Section Aviation Program in the implementation of U.S.-Peru counter narcotics and other bilateral agreements, and supports ad hoc INL projects as directed by Lima INL leadership. Complexity Assignments involve organizations, operations, and functions of significant complexity with inter-related USG programs in an international environment. Adaptability and flexibility are indispensible. Advisor occasionally initiates new or substantially modified methods and procedures, which results in significant program changes. Scope and Effectiveness Assignments and objectives will require analysis and investigation to prevent detect and resolve problems. Personal Contracts The Supervisor is expected to maintain close working relationships with all levels of the American Embassy, host nation Counter Narcotics (CN) police and military services, aviation support services contractors, and other participating USG agencies. The position requires good interpersonal skills and the ability to form cooperative relationships, articulate positions clearly, and persuade interlocutors. Minimum Requirements 1. U.S. citizen an able to obtain/maintain a Department of State security and medical clearance, appropriate for service in forward operations locations throughout Peru. 2. Excellent oral and written Spanish communications skills (FSI 3/3 Department of State language proficiency scale). 3. Ten (10) years of work experience in government or industrial security with at least five (5) years in supervisory or managerial positions. 4. Demonstrated ability to perform essential functions under difficult conditions (e.g., limited resources, personal security risks, conflicting and changing priorities, difficult living conditions, language barriers etc.) 5. Demonstrated experience with procurement and financial processes; experience with federal government procurement and financial process is preferred. 6. Eight (8) years of work experience in Latin America with counter narcotics or similar programs. 7. Ten (10) years of experience in military special operations. 8. Proficient in Microsoft Office. 9. Proven ability to complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment successfully. Preferred Knowledge and Skills • Prior experience with INL counters narcotics programs. • Prior experience working in Central or South America. • Demonstrated experience working with Peruvian National Police (PNP) in Counter Narcotics Operations. • Demonstrated experience working or coordinating with relevant U.S. Government agencies (DEA, MAAG, and USAID, etc). • Demonstrated experience working with U.S. Embassies. • Superior interpersonal skills. Evaluation Criteria Factor 1 Counter Narcotics Experience (35 points) Ability to direct, plan aviation, field operations and provide oversight and supervision of counter narcotic activities. Ability to coordinate activities with other entities and agencies (U.S. Government and Government of Peru (GOP) and assess potential threat levels at operational sites and determine and implement appropriate security measures. Education level, years of special operations training, security supervisor, and years working in Central and South America. Factor 2 Training Experience (25 points) Experience, knowledge and supervision of training (in English and Spanish languages) in the following subject, but not limited to first aid, field sanitation and hygiene, pathfinder techniques, airmobile operations, FRIES, STABO, emergency extraction techniques, and external load operations. Setup and run HF, FM, and VHF communications systems and knowledge of INL policy and directives. Factor 3 Program Management Experience (20 points) Ability to monitor actions related to the development, operations, and maintenance of facilities and sites designated by INL Section leadership, including temporary eradication sites. Ability to monitor and ensure that resources and commodities are effectively utilized and that there is no fraud, waste or mismanagement in the Program through continuous oversight and end use monitoring. Factor 4: Past Performance (20 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
