- This is a COMBINED SOLICITATION/SYNOPSIS for Services with the intent to award on a Sole source basis to Medtronic Neurologic Technologies 4620 N Beach Street Fort Worth Texas, 76137 IAW FAR 13.106-1(b)(1). All other offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Solicitation/Synopsis prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The Request for Quotation (RFQ) number N00259-13-T-0237 is issued as a request for quotation (RFQ). The closing date is 26th June 2013 @ 8:00a.m. Pacific Daylight Time. The Government will award a contract resulting from this solicitation to the responsible offeror whose confirming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation factors in descending order of importance: 1) Technical Capability, 2) Past Performance, and 3) Price. Technical and Past Performance when combined are more important than price. Contractors who do not meet the first 2 factors will not undergo a price evaluation. The following factors to be used to evaluate offers: Technical Capability. As stated in the Performance Work Statement, Offeror must have met Naval Medical Center San Diego Preventive Maintenance Requirements, which include basic knowledge to perform service repair, replace, and perform preventive maintenance necessary to provide service to the Midas Rex equipment. ¯ Past Performance. Provide three (3) references, addressing that you have provided the same or similar services in the last 3 years. Price. Technical capability and past performance, when combined, are significant evaluation factors that will be used to determine the source whose offer is the most advantageous to the Government. The proposed contract is restricted to domestic sources under the authority of (FAR 6.302-3.) Foreign sources, except Canadian sources, are not eligible for award. The Government will only consider firm fixed-price quotations.
