Description
THIS IS A SOURCES SOUGHT SYNOPSIS. THIS SYNOPSIS NEITHER CONSTITUTES A REQUEST FOR PROPOSAL NOR SHOULD IT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT(S) AS A RESULT OF THIS REQUEST FOR INFORMATION. The Philadelphia Office of the U.S. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department seeks sources for instructional programs (high school completion leading to certification of high school equivalency; college undergraduate, graduate, and post-graduate credit and non-credit courses; technical and vocational training, including certification; and personal enhancement), counseling (academic and vocational), testing, and education support services (administrative and automation & technology) within the United States Central Command (CENTCOM) and African Command (AFRICOM) Areas of Responsibility (AOR), to include, but not be limited to, Afghanistan, Bahrain, Djibouti, Egypt (Sinai), Kyrgyzstan, Kuwait, Qatar, Saudi Arabia, and the United Arab Emirates. Employing an extensive infrastructure of Army Education Centers, Air Force Education Centers, and Navy College Offices (NCO), the voluntary education programs for Service members and other authorized adult learners within U.S. Military communities in the Middle East and Africa have as their common mission the delivery and management of the widest possible range of high quality adult and continuing education programs normally available to the general public within the continental United States. All programs and courses must be delivered by accredited post-secondary and technical institutions. The secondary programs for credit must be delivered by an institution accredited to issue a secondary credential (high school diploma/equivalency) by any State within the United States. For an institution(s) to be eligible for contract award, it must be recognized by the U.S. Department of Education; be regionally accredited for face-to-face undergraduate and graduate courses; be regionally or nationally accredited for distance learning courses; be a member of Servicemernbers Opportunity Colleges (SOC), participate in SOC Army Degrees (SOCAD), SOC Navy Degrees (SOCNAVY), SOC Marine Corps Degrees (SOCMAR), & SOC Coast Guard Degrees (SOCCOAST); and be a Letter of Intent (LOI) school with the Army's GoArmyEd program. Additionally, per Department of Defense (DoD) Instruction 1322.25, Voluntary Education Programs, all institutions providing high school completion and postsecondary education programs through the DoD Tuition Assistance (TA) Program must agree to the new DoD Voluntary Education Partnership Memorandum of Understanding (MoU) and have a signed copy on-file with DoD prior to Military Service members receiving TA approval to attend their institution. The award of a firm fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) is anticipated with a period of performance consisting of a twelve-month base period and four twelve-month options.
