Description
This sources sought is synopsized as of May 28, 2013. SYNOPSIS (Defense Support Fuel Point (DFSP) and Joint Base Charleston, SC) SP0600-13-R-0526 Defense Logistics Agency - Energy anticipates issuing a Request for Proposal (RFP) within the next 60 to 90 days for Alongside Aircraft Fuel Delivery and Government-Owned, Contractor-Operated (GOCO) fuels management services at DFSP and Joint Base Charleston, SC. Services include providing all technical support, personnel, supervision, equipment, tools, materials and other items and services as required on behalf of DLA-Energy in support of the Department of Air Force fuel management operations. The Service Provider (SP) will provide fuels management services to include fuel storage, operation and maintenance of bulk fuel facilities, inventory accountability, fuel operations, product receipts, bulk product issues, automated dispensing key management, product quality, and environmental compliance DFSP and Joint Base Charleston, SC using best commercial standards. The SP shall be responsible for and furnish as required, all personnel, equipment, material and/or facilities necessary for providing these services. DLA Energy will follow source selection procedures utilizing the Lowest Price Technically Acceptable (LPTA) process in accordance with FAR 15.101-1 for this acquisition. The expected period of performance is May 1, 2014 through April 30, 2019 (5 years) with up to a 180 day option from May 1, 2019 - November 30, 2019. A pre-proposal conference will be conducted by DLA Energy after the RFP is issued. Date of the conference will be announced at a later time. This acquisition will be set-aside for 100% Small Business (SB) participation. The NAICS Code is 493190 and the threshold for SBs is $25,500,000.00 in annual receipts. All responsible offerors may submit an offer for consideration. Description: This is a Sources Sought Notice only. It seeks information from business sources that can provide fuel management services. No solicitation is being issued at this time. For reference purposes, the solicitation when issued, will be numbered SP0600-13-R-0526. The amount of information available for publication at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. The Defense Logistics Agency (DLA) Energy, Domestic Storage and Services Division, Bulk Chain Supply Services-FESAA seeks potential small business sources to perform non-personal services to manage the requisition, receipt, storage, issue, handling, quality control and accounting of petroleum products located at the Defense Fuel Support Point (DFSP) Charleston, SC and Joint Base Charleston, SC. Interested firms should be able to provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products. DFSP Charleston, SC is a tank farm complex located in the Industrial Section of North Charleston, within the city of Hanahan. The DFSP consists of a main terminal area with seven 80,000 barrels aboveground welded-steel atmospheric tanks approximately 120 feet in diameter with aluminum honeycomb floating pans, classified in accordance with Environmental Protection Agency (EPA) Title 40 Code of Federal Regulations (CFR). The tops of each tank are covered by a geodesic dome to prevent infiltration by rainwater. The tanks and ancillary facilities are located on approximately 44 acres connected, via two three mile long above ground 18" pipeline systems, to a Marine terminal dock facility, located within the boundaries of the Joint Base Charleston South Annex (Naval Weapons Station Charleston), positioned on the west bank of the Cooper River. The terminal was constructed in 1951. Joint Base Charleston fuel terminal is located within the perimeter of Joint Base Charleston. The tank fuel terminal consists of a newly constructed aviation fuel storage and distribution facility; the facility underwent reconstruction in August 2012. The facility's storage tanks primarily consists of one newly constructed 80,000-barrel, two newly constructed 20,000-barrel, and one existing 60,000-barrel above ground storage tank (AST). At DFSP Charleston, a 16" pipeline is utilized to connect Joint Base Charleston pipeline system manifold and pumping system for normal operational resupply. The Government will award a firm, fixed price contract for a five-year multiyear period, beginning on or about May 01, 2014. Contracts awarded are subject to FAR 52.222-41, Service Contract Act of 1965, to include Collective Bargaining Agreements. The proposed solicitation is being considered for a set-aside under a small business set-aside program. The North American Industry Classification System (NAICS) Code is 493190, and the size standard $25.5M in annual receipts. The Government is interested in the following small business categories to respond to this notice: Small Businesses, 8(a) Businesses, Historically Underutilized Business Zone (HUBZone) Businesses, and Service Disabled Veteran-Owned Small Businesses (SDVOSBs). Responses are limited to no more than 5 pages. The Government will use this information, in addition to other information obtained, to determine its small business set-aside decision. Any information provided by industry to the Government as result of this notice is voluntary. The Government will not pay for any information submitted in response to this notice. All responses to this notice are to be submitted by 1500 hours Fort Belvoir, VA time on April 15, 2013. Only responses submitted via E-mail will be considered. Capability of providing qualified and experienced personnel, with appropriate clearances, if required. 3. Past Performance. Do you have past performance as a prime contractor or subcontractor on a service contract for similar fuels management requirements? If so, please provide the following information: Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to GOCO fuels management. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Also address any past performance problems and resolutions taken. 4. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, and type(s) of service would you perform. 5. Does your company have experience with Service Contract Act of 1965 covered contracts? Does your company have experience with Collective Bargaining Agreements (CBAs)? Please explain any experience your company has had interacting with labor unions. 6. What realistic-in period would you require to commence performance with personnel, equipment, and materials?
