Description

The Health Resources and Services Administration (HRSA) intends to negotiate a modification to its current contract HHSH234200537011C, on a sole source basis, with the United Network for Organ Sharing, 700 North 4th Street, Richmond, Virginia, 23219. This contract provides services which operate the Organ Procurement Transplantation Network (OPTN), to match donor organs with organ recipients under a cost sharing contract which is restricted by statute where the National Organ Transplant Act of 1984, as amended, requires the OPTN to be operated under contract with a private non-profit entity with expertise in organ procurement and transplantation. Due to the existence of limited rights in data, the services are available from only one source. On February 22, 2013, HRSA posted solicitation number 13-250-SOL-00022mac, to which UNOS was the sole responder. Accordingly, UNOS is deemed the only responsible source capable of performing the work and the services of this modification under the authority in 41 U.S.C. § 253(c)(1) and as set forth in FAR 6.302-1(a) and (b). The extension, if all options are exercised, will have a total period of performance of sixty-three(63) months containing a base period of nine(9) months, an option period one of six(6) months, and four(4) one year option periods thereafter. This is not a solicitation. A Justification for Other than Full and Open Competition(JOFOC) will be prepared. If an award results from this JOFOC, a copy of this JOFOC will be posted at this site in accordance with FAR 6.305(a) and (d). Pursuant to FAR 5.207(c)(16)(ii), an interested party may submit, within 15 days, in accordance with FAR 5.203(a), of the date of this notice of posting, capability statements, and expressions of interest which shall be considered by the agency.
