- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that NAVFAC EURAFSWA intends to solicit proposals and award a Firm-Fixed Price (FFP) Construction Contract. The work includes the design and construction of two stand-alone structures. The first structure is a maintenance building containing five (5) offices, an electronics workshop with storage area, a carpentry workshop, a paint locker, four (4) multipurpose storage rooms, an open work bay, and an externally attached covered vehicle service bay (with two (2) service pits). The second building will contain an eight (8) stall Turkish style latrine. The buildings will be located in the Balbala Commune in Djibouti. The procurement method to be utilized is FAR Part 15 - Source Selection, Best Value Tradeoff Process. The solicitation will utilize source selection procedures, which require offerors to submit a technical proposal and past performance, as well as a price proposal for evaluation by the Government. The NAICS Code for this procurement is 236220 and the annual size standard is $35,000,000. The estimated cost of construction is between $250,000 and $500,000. The contractor shall complete all works within 540 calendar days after contract award.
