Description
*Revised to include an updated shelter specification and provide answers to industry questions. The deadline for proposal submission has been extended as detailed herein. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation W911SR-13-Shelters is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-66. The Government intends to award a single award, Firm Fixed Price Contract for the shelter system described below. Offerors are required to provide a copy of their representation and certifications as required by FAR clause 52.212-3 Alt I and DFARS 252.212-7000. This combined synopsis/solicitation is issued as a 100% Small Business Set Aside. The NAICS code for this solicitation is 332311 and the size standard is 500 employees. DESCRIPTION OF ITEMS Contract Line Item Numbers (CLINs): CLIN 0001: -Contractor shall deliver one (1) shelter system that meets the attached specifications. -Delivery shall be within 30 days of contract award. -Unit Price for CLIN 0001 ______ x 1 units = ___________ Extended Price CLIN 0002: -Contractor shall deliver two (2) shelter systems that meet the attached specifications. - Delivery shall be within 45 days of contract award. -Unit Price for CLIN 0001 ______ x 2 units = ___________ Extended Price CLIN 0003: CDRL - Autocad or equivalent Drawing; Quantity 1 each; Not Separately Priced -Contractor shall provide one (1).dwg Autocad file or an equivalent electronic drawing model within fifteen (15) days of contract award. The drawing shall detail all the dimensions of the system being provided. -The Government is not obtaining data rights to these drawings; and they will be used strictly for informational purposes only. Shipping/Packaging: Contractor shall utilize standard commercial packaging. FOB is Destination to: U.S. Army RDECOM RDCB-DEE 4301 Otto Rd. APG, MD 21010 ATTN: Dave Kline Inspection/Acceptance: Inspection and Acceptance will be at Destination and is limited to kind, count, and condition. Specifications for Shelter: The Contractor shall provide a commercial shelter which meets all industry standards for quality and workmanship. In addition, the government requires a shelter which may require minor modifications, (consistent with the guidance provided in FAR 2.101(3)(i)) to meet the following specifications: 1)Overall Dimensions of structure shall be 40 (foot) wide by 55-60 (foot) long x 25-30 (foot) high @ peak. 2)Sidewalls of structure shall be 18 - 20 (foot) high. 3)Assembly of the structure. a)Crew Size 10 Personnel Maximum b)The Framing and Membrane shall take a maximum of 12 hours. c)The structure in its entirety, (i.e. electrical, liners, lights), shall take a maximum of 24 hours.. d)Forklifts are available onsite e)A crane is not available during the construction of the tent. 4)All components of this spec shall be non hazmat rating for transport. 5)Design considerations MIL-HDBK-310 6)Design Conditions/Testing Criteria: a)Climate Category A1, B1, C1 b)Snow loading 15 lb/ft2 c)Wind Speeds i)Steady state 50 MPH ii)Gust 80 MPH d)Temperature range -25 to 125 F 7)The structure shall be designed to be in accordance with Mil spec (MIL-STD-810G) a)Method 500.5 - Low Pressure (altitude) i)Procedure IV - Explosive Decompression b)Method 501.5 - High Temperature i)Procedure I - Storage ii)Procedure II - Operation c)Method 503.5 - Temperature Shock d)Method 505.5- Solar Radiation i)Procedure I and II e)Method 506.5 - Rain i)Procedure 1 - Rain and Blowing Rain (1)Rain at 40 MPH f)Method 507.5 - Humidity g)Method 509.5 - Salt Fog h)Method 510.5 - Sand and Dust i)Procedure I Blowing Dust ii)Procedure II blowing sand with wind velocities of 40 to 65 MPH. i)Method 513.6 - Acceleration i)Procedure III - Crash Hazard Acceleration Test j)Method 514.6 - Vibration i)Transportation Annex C ii)Procedure II and IV k)Method 518.1 - Acidic Atmosphere l)Method 521.3 - Icing/ Freezing Rain m)Method 524 - Freeze/Thaw n)Method 525 - Time Waveform Replication 8)Supporting structure of Tent a)All material supporting the tent fabric and internal components shall be constructed of a light weight material. i.e. aluminum, light weight alloy, Carbon Fiber, ext. b)All structure components shall be fully marked with abrasion resistant markings for easy identification during the install. c)All components of the structure shall be designed for ease of installation. d)When up-righted all frame work shall lock into position. e)All structural ribs shall connect to a frame structure on the ground i)The framing structure shall have a fastening system to keep it attached to the ground. 9)Membrane structure shall meet the following specifications a)NFPA-701 b)Mil-PRF-44103D c)Reference MIL-PRF-44103D i)Classification: (1)Class 2-desert TAN 459 Grade A- with visual and image intensification Blackout. d)Ventilation Ports: [Total Qty 4] i)Ports shall be located on the long side of the Structure. ii)Working Diameter of each port shall be 18 (inches) diameter. iii)Ports shall be situated such that each corner of the tent has one 18 (inches) diameter port. iv)Ports shall have a sealing mechanism installed to close the port when not in use or to help seal the port onto ventilation ducts. 10)Structure Ends a)Large Door [Qty of 2 One per End] i)20 (foot) wide by 15 (foot) High minimum. ii)Shall raise up vertically iii)Framing on structure end shall be sufficient to support the door and not bow in or out under loading with wind. iv)Must meet the same specifications of the structure as a whole b)Personnel Door: [Qty of 2 one per End] i)Standard door 36 (inches) wide. ii)Constructed out of a lightweight material. iii)Shall not be zippered or taped to structure. iv)Must be installed as part of structure. v)Fabric will seal to the dimensions of the door. vi)Lockable with handles. vii)Window installed in upper portion of door (1)Minimum size permitted is 8 (inches) x 8 (inches) 11)Interior of structure: a)The interior of the structure shall be such that the interior temperature can be mitigated through the use of Government Furnished Property (GFP) Environmental Control unit's (ECU's) and not cause undue stress on personnel inside. b)The structure shall be designed to mitigate the effects of the exterior structure's membrane temperature and the temperature difference of the interior from causing condensation formation on the interior. c)Electrical: i)Lighting: (1)Shall be distributed throughout the structure to provide adequate lighting for task operations. For purposes of this requirement the working surface is defined as 24 inches from the ground. (a)The structure shall be designed in accordance with Unified Facilities Criteria (UFC) 3-530-01 Lighting for Maintenance Facilities, which requires the following: (i)A Target Vertical luminance (plus/minus 10%) of 300 Lux (30 fc) for active facilities. (2)All notches and anchor points for the lighting system shall be incorporated into the design of the structure. (3)All components of the lighting system shall be pre-constructed and ready for installation ii)Electrical distribution: National electrical standard is NFPA-70 (1)Distribution panel: (a)Minimum: Single phase 60 Amp 60 Hz. (b)Maximum: 3-Phase 125 Amp 60 Hz. (2)Panel shall be weather and rain tight in accordance with National Electrical Manufactures Association (NEMA) 4 enclosure. (3)Receptacles: (a)Weather Proof duplex when not in use. (b)Run the long length of the structure (c)Shall be spaced every 6 (foot) both sides (d)Shall be rated for 15 Amp load. (e)Shall be placed on a 15 Amp breaker maximum. (f)Shall have pre-positioned anchor points. (g)All connections shall be quick connections and carry the appropriate weather proof rating. (4)Panel shall take into account the lighting load and receptacles. (5)All circuit breakers shall be rated GFCI compliant. (6)4 minimum spare slots shall be available for future expansion (7)All electrical components shall be pre-constructed and ready for installation (8)All notches for and anchor points for electrical distribution shall be incorporated into the design of the structure. 12)Ancillary tools and equipment: i)All tools required for the up-righting of the structure shall be included with this system spec. ii)It is acceptable that some tools required might not fit into the final packaging state. iii)Spares for field repair of the tent structure if necessary. (i.e. patch for tent and solvent to adhere the patch) 13)Packaging and shipping: a)All the components of the system shall be capable of being packed into vendor supplied shipping containers capable of fitting within a 20 (foot) Standard ISO shipping container. b)Containers shall be of lightweight material such that a two to four man team can lift and position empty containers i)The recommended max lifting weight per person is 50 pounds. c)Containers shall be capable of withstanding emergency decompression without deforming or compromising the integrity of the shipping containers d)Containers shall be designed to be stacked e)Containers when fully loaded shall not deform or damage their interior contents when stacked two high. f)Containers when stacked shall not shift outside one another while being transported. The offeror shall enter firm fixed unit price for the priced CLIN (i.e. CLIN 0001). All unit prices proposed shall be binding. The award will be made to the Small Business on the basis of the lowest evaluated price of proposals meeting the acceptability standards for the shelter requirements/technical specifications stated above. The evaluated price shall be the total cost of CLIN 0001 and CLIN 0002. If the proposed shelter solution fails to meet any one of the specifications or requirements, it may result in the offeror's proposal being rated unacceptable. The technical evaluation will be a determination based on information furnished by the offeror. The Government is not responsible for locating or securing any information which is not identified in the proposal. The Government reserves the right to make an award without discussions. Offerors failing to submit unit prices for the priced item on CLIN 0001 and CLIN 0002 (i.e. CLIN 0003 is NSP) shall result in their proposal being considering unacceptable and the Government shall reject the proposal. The Government anticipates utilizing price analysis in determining the proposed prices fair and reasonable. The Government reserves the right to request other than cost and pricing data and conduct cost analysis should it be needed to determine the proposed price fair and reasonable.
