Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABE AT THIS TIME. The Mission & Installation Contracting Command (MICC), Fort Jackson, South Carolina is seeking information for market research to gain knowledge of potential qualified sources to determine an acquisition strategy. Small Businesses capable of providing Audio/Visual/Recording equipment that can be purchased and installed for interview room upgrades to be used by law enforcement on Fort Jackson. This sources sought notice is not a request for proposal. This request for information is for planning purposes only and shall not obligate the Government to acquire any products or services. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this notice. Your response to this source sought will be treated as information only. The results of the market research will be used to determine the best overall acquisitions strategy. Submission Requirements: Responses to this announcement must be received no later than 3:00p.m Eastern Standard Time, Friday, May 31, 2013. Interested firms may submit capability statements via email only to andre.m.yee.mil@mail.mil. Responses shall not exceed 5 pages when printed and should be transmitted with attachments in Microsoft word or PDF format. No zipped files or telephone requests will be honored. Any questions regarding this notice should be directed to MAJ Andre Yee, via email. As part of the capability package, firms must include the following: (1)Capability Statement demonstrating knowledge and ability to install and provide equipment as stated below. Capability statement must be sufficient to demonstrate performance directly related to the performance of the requirement. (2)Size of Business pursuant to NAICS code 334310 (3)Small Business Agency Regional Office (if applicable) (4)Contact information: name, title, telephone number, and e-mail address of designated corporate point of contact. (5)Describe your recent and relevant contracts performed within the past three years for the same or similar services as required below. Contracts may include those within Federal, State and local Government as well as private companies. Each reference must include the contract dollar value; the contract period of performance; and a brief description of the contract requirement. See DRAFT Scope of Work below Objective: This requirement is to upgrade two (2) existing interview rooms with audio/visual/ recording equipment associated when documenting and recording interviews. System will be integrated with existing cameras and microphones. Statement of Work: A. The contractor shall provide the following equipment: 1. Workstations with software pre-installed, internal DVD burner, monitor, speakers, keyboard, mouse, 3-year hardware warranty and software license. System must have the capability to perform motion JPEG compression of video/audio for one interview room with two camera views per room. System must be able to store up to 1900 hours of video with at least 2 TBs of storage space. Additional requirements as follows: Media Exporting Requirements - Export user defined clips or entire session to DVD for playback on consumer DVD players - DVD spanning allows burning long sessions to multiple DVDs - MPEG-4 video/audio files: Export user defined clips or entire session - Audio files: export user defined clips or entire session for transcription (WAV format) - Still Images: Export individual frames for review (JPEG and BMP formats) - MP4, WAV, JPEG, BMP, and CSV formats can be exported to data CD,data DVD, USB device, network server location/NAS, or email - Burn archival DVD -Export annotations and flags (CSV format) Connections - Camera input port (composite NTSC; BNC connector) - Microphone input port supports LINE level inputs (Room1: stereo mini-jack; Room 2: stereo RCA) Video - Picture-in-picture settings to capture 2 camera angles per room with the ability to swap camera views during recording - Resolution settings up to 640 x 480 - Date, time, frame advance shown in all video and exported media Searching - Search one session at a time, or multiple sessions simultaneously - Search based on: Interviewer, Subject, Time, Case number - Annotations containing a desired text string Session Management - Manually delete sessions, or schedule their automatic future deletion - Select a session for playback from a list, or choose one based on a search - All important user actions are logged to an event log, for purposes of proving data integrity Session Recording - Flags can be added remotely via switch input - Recording can be initiated remotely - Record two interview rooms simultaneously B. The contractor shall install the system(s): 1. Job location is CID Detachment, BLDG 5483 Marion Street Fort Jackson, SC 29207-6045 2. Design Development: contractor will submit design of system and optimal installation based on survey of installation site. 3. Load configuration program to allow system(s) to perform basic access control operation and security functions C. The contractor shall maintain the system(s): 1. Programming all essential elements of the system for optimal operation and performance. 2. Provide software upgrade/modifications as needed throughout the life of (3year) warranty. D. The contractor shall warranty the system(s): 1. Provide three year warranty for software, hardware and peripheral equipment minus normal wear and tear E. The contractor shall provide user level training: 1. Provide at least 4 hours of user and administration level training
