- Electromagnetic Environmental Effects (E3) System Modernization Transmitter Site 3 (T3) and Transmitter Site 2 (T2) Transmitter Systems: Request for Information #1 This is a Request for Information (RFI) only. Contractors are requested to read the information below and respond accordingly. The responses from this notice may be used as market research to determine an acquisition strategy for a future procurement action. The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS), Instrumentation Management Office (IMO) in partnership with White Sands Missile Range (WSMR), anticipates an effort that will result in the procurement of High Power Transmitter Systems for the Electromagnetic Radiation Effects (EMRE) Test Complex located within WSMR. The subject requirement includes the design, development, engineering, integration, testing, fielding, management, and delivery of a High Power Transmitter System to Transmitter Site 3 (T3) of the EMRE Test Complex located within WSMR, New Mexico. In addition, there will be a contract option for the upgrade of the Transmitter Site 2 (T2) Transmitter System. The effort will also include system hardware and software design, assembly, performance verification testing, demonstration, installation, on-site verification, durability testing, training, and the submission of Operator and Maintenance manuals and training documentation. The Transmitter System(s) requested are defined in the attached Draft Performance Specification and Draft Statement of Work. At this time, the Government requests industry input, identification of any specification issues, recommendations, and/or any questions regarding the attached draft documentation. In addition, please provide the following information within your submitted response: 1) A Rough Order of Magnitude (ROM) estimating the costs of the potential solution 2) Current brochures/publications regarding your potential solution 3) Warranty length, terms and conditions 4) The commerciality level of your potential solution 5) Estimated production and delivery timeframes for the potential solution 6) Large or small business status (If small, please indicate any applicable socio-economic status, such as Small Disadvantaged Business (SDB), etc.) Contractors electing to respond should contact Mr. Iain Skeete, Contract Specialist, via email at Iain.Skeete@us.army.mil no later than 5:00PM EDT, June 14th, 2013. No specific format is required, however, please limit responses to 50 pages. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to RFIs may be used by agencies for planning purposes, but are not offers and cannot be accepted by the Government to form a binding contract. The Government will not pay for any information received or costs incurred while preparing the response to this RFI. Therefore, any cost associated with a response is solely at the interested vendor's expense.
