- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PRESOLICITATION NOTICE - J&A for Other than Full and Open Competition 1. Class Code: 58 2. NAICS Code: 334220 3. Subject: NOTICE OF INTENT TO SOLE SOURCE - The Government requires AN/PRC-152A Multiband Radios as these serve as an integral support component of the White House Communications Agenc's (WHCA) purpose of supplying communication upgrades the President of the United States (POTUS). These upgrade units will be obtained through a Trade-In of current Harris Corporation, Government Owned Property (GFP) Inventory. The AN/PRC-152A Multiband Radio from Harris Corporation is the only communication device in the marketplace that provides full range multiband Radio Frequency (RF) coverage along with High Power Waveform (HPW) and Advanced Networking Wideband Waveforms (ANW2) that are required by the WHCA. It is the intent of the Government to procure these upgrade units via trade in of current inventory with the Original Equipment Manufacturer (OEM), Harris Corporation. 4. Place of Performance: US Army Research Laboratory (ARL) Adelphi Laboratory Center (ALC) 2800 Powder Mill Rd. Adelphi, MD 20783 8. Description: The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source. The Government intends to solicit and negotiate with Harris Corporation (RF Communications Division), 1680 University Avenue, Rochester, NY 14610, for the following items: Quantity 75 AN/PRC-152A Multiband Radio Kit Upgrades This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
