Description
The USACE Wilmington District is contemplating a solicitation for John H. Kerr Dam, Toe Drain Piping System Point Repair. The purpose of the project is to provide point repairs at six locations where joints are open and are allowing soil, sand and/or crushed stone to enter the pipe. Four additional point repair locations are specified as Contract Options. Project located in Boydton, VA. The work will consist of making point repairs at specified locations to a twelve inch diameter perforated corrugated metal piping system with a bituminous coating on the inside and outside walls of the pipe. The bituminous coating contains asbestos. The piping where the repairs are to be made is located in an earthen portion of John H. Kerr dam. This is a gravity-flow piping system. The liquid being conveyed in the pipes is ground water or lake water. Manholes were installed at intervals throughout the system for access/maintenance purposes. The manholes range in depth from about ten feet to about thirty feet. All applicable Government safety regulations shall be strictly complied with under this contract. There are no lateral connections in any of the existing toe drain pipes. All repairs shall be quote mark structural trenchless repairs quote mark. No excavation of any kind shall be permitted during the execution of this contract. The three allowable point repair methods involve the installation of stainless steel sleeves, installing quote mark cured-in-place-pipe quote mark segments and installing quote mark fold and form quote mark pipe segments at the specified locations. Potential contractors must be registered in the System for Award Management (SAM) to be eligible for award. Potential contractors must also have current Online Representations and Certification Application on file with SAM. (See website https://www.sam.gov/portal/public/SAM). The magnitude of this project is between $100,000 and $250,000. This proposed contract is being considered as a set-aside under a small-business set-aside program. The North American Industry Classification System (NAICS) for this acquisition is 237110, with a size standard of $33,500,000.00. Other possible NAICS codes are 237990 and 238910. The Government is interested in a small business including, 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, that are interested in performing this requirement. The Government requests that interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the Prime Contractor and work accomplished by the teaming partners. The Government will use this information when determining its small business set-aside decision and whether this project is considered a service or construction project.
