- Description
- The Department of Veterans Affairs SAO West, NCO 19 Rocky Mountain Acquisition Center proposes to enter into an emergency repair purchase order with a soon-as-possible commencement date and completion date. This is an Urgency of Need requirement; "Unusual and Compelling Urgency" using FAR 6.302-1. The purpose of this emergency requirement is to procure services to repair seven (7) Endoscopes. These repairs are urgently needed for the Denver VA Medical Center Operating Room (OR). The endoscopes are needed for both diagnosis and treatment of the patient. All areas of Surgery that use endoscopes have to adjust patient scheduling, due to scope shortages, and available loaners. This is limiting the number of cases that can be done in a day. In particular Urology is impacted heavily. The surgeons have been notified that they are down 7 out of 13 ureteroscopes. The cases that use these scopes are ureteroscopies with laser lithotripsy, ureteral stent placement, ureteral dilatation to name a few. The surgeons have to delay these cases due the scope shortage. This is creating a greater backlog for the service. The sole source - urgency of need Delivery Order is V797P-4502A VA259-13-F-2163. This is a short notice emergency repair requirement with a period of performance of approximately five (5) repair days for each endoscope equipment; delay in award may result in serious harm to the government and to those veteran patients that the Veterans Health Administration supports. Delay in award will seriously impact veteran patients with disabilities; and especially those patients in need of Ureteral stent placement, or urological surgery. However, market research was done using GSA/FSS schedules. Three vendors were located and oral request for price proposals were received. The anticipated dollar value for the contract action is approximated at $14,970. Medical Optics services are determined to be commercial in accordance with FAR 2.101; cost or pricing data will not be required. Pricing techniques as are described in FAR 15.404-1(b)(2), will be used to establish price fairness and reasonableness. The Contracting Officer determines that the anticipated price will be fair and reasonable based on historical price analysis. Market research and analysis of previous endoscopic repair costs provide evidence of fair and reasonable pricing. Person of Contact (POC): Steven R.
