Description
Travis AFB is seeking to acquire contracts for the preparation of personal property of Department of Defense (DoD) personnel for shipment and/or storage of drayage and related services for permanent change of duty station as well as local moves through the Direct Procurement Method (DPM) within the delineated areas (Schedule I, outbound; Schedule II, inbound; and Schedule III, intra-city) in the Performance Work Statement (PWS) that will be included in the solicitation RFP (Request for Proposal), California. The proposed contract is a 100% Small Business Set-Aside. Period of Performance (POP) is a one-year Base Period, 01 October 2013 through 30 September 2014, with four (4) one-year Option Periods, subject to availability of funds. The North American Classification System (NAICS) is 484210 and the related size is $25.5M. The Federal Supply Class (FSC) is V003. The Standard Industrial Classification (SIC) is 4214. Award will be made based upon the criteria set forth in the RFP, Federal Acquisition Regulation (FAR) provision 52.212-2, Evaluation - Commercial Items. Small Business Concerns that are not responsive to the RFP requirements will be ineligible for award. The RFP will be made available on or after 15 June 2013. This date is an estimate and subject to change without notice. The RFP will be posted on http://www.fbo.gov. The Government will not provide paper copies of the RFP package. Facsimile, telephone, written and/or email requests for the RFP package will not be honored. Prospective offerors are responsible for monitoring the Federal Business Opportunities (FBO) website for release of the RFP package, and for downloading their own copies of the RFP package, and any other pertinent documents or information. All responsive offers will be considered by the Government. It is incumbent upon prospective interested parties to review the FBO website for updates and/or amendments to any and all RFP package documents. All firms or individuals responding to the RFP package must be registered in the System for Award Management (SAM), http://www.sam.gov, to be eligible to receive a contract award. All prospective offerors interested in submitting a proposal must have a Commercial and Government Entity Code (CAGE), and be registered with Wide Area Workflow at http://wawf.eb.mil. Prospective offerors are asked to submit their CAGE and TAX ID number with their proposal. In accordance with Air Force Federal Acquisition Regulation Supplement (AFFARS) Part 5352.201-9101, an ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman wil maintain strict confidentiality as to the source of concerns. The existence of the ombudsman does not affect the authority of the Program Manager, Contracting Officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concerns, issues, disagreements, and/or recommendations to the Contracting Officer, Mr. Bryan Armstrong, 707-424-7727, for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency-level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number 703-588-7004, fax 703-588-1067. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of the RFP package, verify offer due date, or clarify technical requirements. Such inquiries must be directed to the Contracting Officer.
