- Driving Simulator Projected Milestone Schedule to Contract Award This pre-solicitation notice does not constitute a Request for Proposals (RFP) nor an Invitation for Bids (IFB). It does not restrict the Government as to the ultimate acquisition approach nor should it be construed as a commitment by the Government. The Government will not reimburse the contractor for costs, if any, associated with this pre-solicitation notice. The U.S. Department of Transportation (DOT), Research and Innovative Technology Administration (RITA), John A. Volpe National Transportation Systems Center (Volpe Center), 55 Broadway, Cambridge, Massachusetts, 02142, supports the Federal Railroad Administration (FRA) in their mission to reduce and prevent accidents at highway-rail grade crossings. To this end the Volpe Center requires a Driving Simulator for Human Factors Research directed to promote drivers' safety at highway-rail grade crossings. The Government intends to issue a solicitation (DTRT57-13-R-20023) for a Driving Simulator for the design and presentation of virtual scenarios for the evaluation of driving behavior and performance at highway-rail grade intersections. Driver behavior at highway-rail grade crossings depends on several factors including: 1) seeing and comprehending warning devices, 2) detecting the presence of a highway-rail crossing, 3) detecting the presence of a train, 4) judging time-to-collision, and 5) deciding what to do. The Government intends to conduct a total small business set-aside utilizing FAR Part 15 and best value evaluation criteria. The North American Industry Classification System (NAICS) Code for this acquisition is 334519-Other Measuring and Controlling Device Manufacturing, for which the Small Business size standard is 500 employees. The Government anticipates awarding a single, cost-plus-fixed-fee (CPFF) contract. CLIN structure is anticipated to include CLIN 0001, Driving Simulator, and option CLINs 0002 thru 0004, Software and Hardware Support. Offerors must ensure at the time of proposal submittal that their accounting system is deemed adequate for cost-type contracts by the Defense Contract Audit Agency (or equivalent agency). Offerors without an adequate accounting system will not be considered for award. The Government reserves the right to award no contract depending on the quality of the proposals. The estimated release date of the solicitation is June 10, 2013. Proposals will be due approximately 30 days following the issuance of the solicitation. The Volpe Center uses electronic commerce to issue Request for Proposal (RFP) and amendments to RFPs. The subject solicitation and related documents will be available in electronic format only from the Government Wide Point of Entry at the Federal Business Opportunities website (www.fbo.gov). Paper copies of these documents are not available, and hard copies will not be mailed. Offerors desiring to receive a copy of the solicitation and any related documents must register at this site to receive electronic notification of the solicitation posting and availability for downloading. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the email address provided. SAM is a web-based system that centralizes and standardizes the collection, storage, and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
