Description
The United States Treasury Department Office of Technical Assistance seeks a tax administrator advisor, specializing in tax audit of mining or petroleum firms, to provide consultation to foreign tax administrations, largely in developing countries. The person selected will be hired under a personal services contract. This Revenue advisor will work in counterpart countries to help establish the tax administration's capacity to audit tax returns filed by firms engaging in exploration for natural resources, development of natural resource production capacity, extraction of natural resources, or production of petroleum products. Typical assignments may involve: • Consulting on establishment of a unit in the tax administration whose mission is audit of firms engaged in natural resource activities; • Design and documentation of audit processes, consistent with the law and circumstances present in the host country; • Classroom training on industry practices and audit procedures and techniques; and • On-the-job follow-up and mentoring to assure that training is put into practice. The recruitment is for part-time employment. Advisors are assigned to one or more projects in developing countries. The assignments generally involve multiple trips ranging from two to six weeks in duration and may continue over 2 to 3 years. Living and security arrangements overseas are in accordance with U.S. Embassy standards. The advisor will work and travel out of his or her home. QUALIFICATIONS: Applicants should be either (a) petroleum or mining engineers, geologists, geophysicists or professionals from allied sciences with experience in tax compliance or tax auditing, or (b) accountants or auditors with extensive experience in tax audits of firms involved in mining or petroleum production. Preference will be afforded to individuals who have solid experience in rendering overseas technical assistance. In addition to technical skills, a qualified individual must be able to work in diverse and unfamiliar environments, have outstanding communication skills, be adept at listening and responding to the client's needs and proficient in oral and written communication. Candidates must be U.S. citizens or U.S. resident aliens. SALARY AND BENEFITS: Salaries will be negotiated in accordance with program regulations based on demonstrated salary history. The salary ranges are from $123,758 to $165,300 per year. Overseas benefits are provided as allowed by federal regulations.
