Police Aviation (ARAVI) Logistics Advisor Bogota, Colombia Issuance Date: 05/22/2013 Closing Date: 06/05/2013 SOLICITATION NUMBER: PSC-13-036-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. POSITION TITLE: Police Aviation (ARAVI) Logistics Advisor 6. MARKET VALUE: $80,728- $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Department of State's Bureau for International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL Office of Western Hemisphere Programs (INL/WHP) is responsible for justice and anti-narcotics programs in Latin America and the Caribbean. INL/WHP provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issue as they relate to international development. This position supports the U.S. Embassy/Narcotics Affairs Section (NAS) in Bogota, Colombia with the actual workplace located at the Colombian National Police Base (CNP) in Guaymaral in northern Bogota. The goal of the counter-narcotics (CN) program in Colombia is to curtail the supply of illegal drugs from Colombia through the aerial eradication of illicit crops, interdiction of refining laboratories and trafficking activities, and related law enforcement and military operations. The position oversees all facets of logistical support provided to the Colombian National Police (CNP) in support of 52 USG-supported fixed and rotary-wing aircraft. The position assists in providing oversight of the NAS Police Aviation Program's aviation support contract, particularly the logistics, procurement, and freight forwarding portions of that contract. The Logistics Advisor will oversee the development and implementation of all logistical support requirements to include procurements through a variety of commercial and military sources. The advisor will manage a force of two technicians in support of logistical functions of ARAVI. Relationship: The ARAVI Logistics Advisor will serve as the principal advisor to ARAVI Program Manager and report directly to the ARAVI Senior Aviation Advisor (SAA) for all matters related to logistics. Duties and Responsibilities: 1. Directs and evaluates the CNP and contractor logistical activities to ensure compliance with established policies and procedures. If deficiencies exist, develops a corrective action plan, and ensures implementation and follow-up occurs. 2. Manages and oversees implementation of the On-the-Job Training program for logistics personnel. 3. Responsible for the development and accuracy of aircraft inventories, to include Federal Aviation Inventory Reporting System via INL/A, ownership determinations, titling transfers, and nationalization. 4. Responsible for the End Use Monitoring inventories and reporting. 5. Responsible for the nationalization inventories, development of transfer documents, and resolving any discrepancies. 6. Identifies training requirements, assists in the development of instruction to the CNP personnel in procedures, and processes for effective inventory control and management systems covering all aspects of material management, by developing, coordinating, organizing, and implementing comprehensive logistical support procedures for the program. 7. Manages the Foreign Military Sales (FMS) and direct commercial repair and return programs. Ensures accurate inventory control programs to track investment items by location and supply service condition. Oversees supply discretionary reports for FMs and property repair programs. Provides guidance to the CNP and contractor personnel in adhering to proper procedures to take advantage of material warranties. 8. Oversees the activities of USG-provided fuel to program and CNP vehicles. 9. Oversees the consumption and stockage levels of ammunition support the CNP. With sufficient lead-time, ensures that the CNP have sufficient stockage to support combat operations and personnel training. 10. Ensures the CNP and contractor personnel use the best supply sources for equipment, parts, tools, exchanges, overhauls, modification, services, and supplies. 11. Optimizes space utilization of CNP warehouses and reduce person-hours lost through efficient management of the Demilitarization and/or Disposition of obsolete/excess spare parts, equipment, and tools, in coordination with CNP, NAS, and US Military Group. 12. Supervises the Shipping Assistant to ensure all importations and exportations adhere to established procedures, and minimizes delays and costs to the USG. 13. Performs duties as Contractor Officer's Representative-Technical, and assists in the development of the Quality Assurance Surveillance Plan for the logistics section. 14. Identifies developmental and training needs, finds alternatives to improve the quality of work, and develops performance standards for the CNP. 15. Collects, reviews, and analyzes logistics data and trends in order to accurately advise the CNP on appropriate stockage levels, and reorder points. Oversees the Quarterly Inventory Review Board that the CNP and contractor conduct. 16. Assists the Aviation Maintenance Advisor with logistical support that affects the overall maintenance effort. 17. Assists and advises the CNP in ordering and obtaining necessary replacement parts, equipment/tools, armaments, ammunition, and petroleum products for a fleet of 52 CNP-operated, USG-supported aircraft, working under the direct supervision of the NAS-ARAVI Senior Aviation Advisor. 18. Supervises the Handy Man to ensure that facilities meet OSHA/Colombian work standards, and corrective action is taken if required. Complexity Assignments involve organizations, operations, and functions of significant complexity with inter-related USG and CNP in an international environment. Adaptability and flexibility are indispensible. Scope and Effectiveness Assignments and objectives will require analysis and investigation to prevent detect and resolve problems. Personal Contacts The Advisor is expected to maintain close working relationships within the US Embassy, the CNP and other USG officials. The position requires good interpersonal skills and the ability to form cooperative relationships, articulate positions clearly, and persuade interlocutors. Minimum Qualifications: 1. U.S. citizen, able to obtain and maintain State Department secret security clearance and medical clearance. 2. Bachelor Degree from an accredited institution or equivalent (i.e. Associates degree with five years related experience, or ten years related experience in the military. law enforcement, international development, international affairs, or public administration). 3. Proficient in Microsoft Office Suite. 4. Spanish language ability at the Foreign Service Institute Level R/3. S/3 or the Defense Language Proficiency test (DLPT) level 3/3. 5. Familiarity with maintenance and logistics requirements for Bell HUEY- II and Sikorsky UH-60 helicopters. 6. Knowledge of US FAA, US military and/or INL safety standards and procedures. 7. Familiarity with USG procurement procedures. 8. Familiarity with Foreign Military Sales (FMS), US military drawdown and commercial sources for parts. 9. Demonstrated ability to effectively work under stressful and challenging conditions with minimal supervision. 10. A minimum of 15 years of documented experience as a military or governmental logistics manager. 11. Proven ability to complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment successfully. 12. Proficient in Microsoft Office Suite. Evaluation Criteria Factor 1 Technical & Logistical Experience (25 points) Offeror's demonstrated experience in maintenance and logistics requirements for Bell HUEY- II, Sikorsky UH-60 helicopters. Offeror's knowledge of civilian, US government, US Department of Defense, and/or INL logistical procedures. Factor 2 Procurement Knowledge (25 points) Demonstrated experience and knowledge of USG procurement procedures and regulations and budget development and execution. Offeror's knowledge and experience with Foreign Military Sales (FMS) and US military drawdown. Factor 3 Program Management (25 points) Demonstrated ability to perform oversight and evaluation of all aspects of a major aviation support contractor and host nation logistics programs. Oversee the ARAVI Logistics Program in areas such as procurements, supply functions, supply accountability, supply flow, stockage levels, and excess control. Submit periodic written evaluations of the contractor's activities and provide comprehensive contractor evaluation input to the COR regarding contract fulfillment related to logistical support. Factor 4 Past Performance (25 points) Past Performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
