- The United States Army Corps of Engineers, Detroit District intends to solicit on a sole source basis under the authority of FAR 6.302-1(c) to The Oceanscience Group Ltd. This sole source is for the purchase of an Oceanscience High Speed Remote Hydrographic Survey Boat (ZQ-1800HS). The Oceanscience Group, Ltd. is the original designer and only manufacturer of the ZQ-1800HS. The survey boat must include a single beam depth sounder capable of survey-grade accuracy, a Differential GPS capable of 0.6-meter accuracy, and must possess the capability of transmitting the position, heading, and depth sounding data in real time to a remote laptop. In an effort to standardize all equipment with Environment Canada and to reduce discrepancies introduced by different equipment, the U.S. Army Corps of Engineers requires a ZQ-1800HS survey boat produced by the Oceanscience Group Ltd. Using this platform the United States and Canada can confidently report to the International Joint Commission and its boards of control any difference in measured values of flow on the St Marys River or the Niagara River is due intrinsic errors associated the acoustic Doppler current profiler itself and are within the repeatability tolerances of the instrument. The Government intends to negotiate a firm-fixed price contract on a sole source basis. Interested parties may identify their interest and capabilities to perform the requirements in writing to the identified point of contact no later than 2:00 PM Eastern Time Zone on 29 May 2013. Your response must demonstrate your firms capabilities, and experience. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
