Description
PROSECUTORIAL SERVICES: Request for Proposals for the Prosecutorial Services for the Southern Plains Region, Court of Indian Offenses, will be received and opened at 3:00 p.m. (CST) on Monday, June 24, 2013 at the Bureau of Indian Affairs, Southern Plains Regional Office, Branch of Contracts, PO Box 368 73005. ALL INQUIRIES REGARDING THIS SOLICIATION SHALL BE DIRECTED TO sara.watkins@bia.gov. NO PHONE CALLS, PLEASE. IT IS THE RESPONSIBILITY OF THE POTIENTIAL CONTRACTOR TO ENSURE THEIR PROPOSAL IS SUBMITED BEFORE THE CLOSING DATE. NO LATE BIDS WILL BE ACCEPTED. Information Regarding Solicitation Material: Solicitations will be available Wednesday, May 29, 2013 through https://www.fbo.gov/. If you are unable to open attachments in Fed connect or Fedbizopps. A request for a solicitation package should be directed by email at: sara.watkins@bia.gov please put in the subject line Request for Solicitation: A13PS00260 or by fax 405-247-9922, Attention: Sara Watkins. Description of Services and Supplies: The Bureau of Indian Affairs, Southern Regional Office, Anadarko, Oklahoma is soliciting for proposal from licensed attorneys, law firms and tribal courts advocates to provide Prosecutorial Services for the Southern Plains Region Court of Indian Offenses. Qualifications of Tribal Court Advocates: Tribal Court Advocates are defined for the purposes of the proposed contract as graduates of an accredited law school with a least a 2.0 GPA and at least 2 years experience in tribal or CFR courts, or participants who are certified as completing a recognized tribal court advocate program and at least 4 years experience in tribal or CFR Courts. Applicants must be knowledgeable in Criminal Law and Procedures, the Indian Child Welfare Act, and jurisdiction in Indian County; may not have any misdemeanor in the past five years or any felonies in any jurisdiction. Location: Court of Indian Offenses, Anadarko, Oklahoma and Red Rock Oklahoma. Section 7 (b) of the Public 93-638 (25 U.S.C 450 E) and 41 CFR 14-1.354 requires that preference opportunities in employment and training be given to Indian/Alaskan individuals and that preference in the award of subcontracts be given to Indian/Alaskan economic enterprises. Note: This contract will be awarded under the Small Business Competitiveness Demonstration Program.
