This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is for a Yellow Ribbon Event to be held in the Niagara Falls NY area and is 100% set-aside for small businesses. The NAICS Code is 721110; the small business size standard is $30,000,000.00. I. BACKGROUND A. The contractor shall, except as specified in this Statement of Work (SOW) as government furnished property or services, provide all personnel, supervision, and any items and services necessary for a Yellow Ribbon Event (which requires lodging, meals, meeting rooms for briefings, visual equipment and audio equipment). Staff will arrive on Wednesday, 12 June 2013. Guests will arrive on Friday 14 June 2013 for a hotel stay from 14 June and checking out on 16 June 2013. CLIN 0001. SLEEPING ROOMS LODGING - 263 rooms for 2 nights equals a grand total of 526. Rooms should include complimentary internet services. TOTAL = 526 EACH CHECK IN - FRI 14 JUNE 2013; CHECK OUT - SUN 16 JUNE 2013 Quantity: 526 Unit of issue: Each Unit Price: $ _____ Line Item Total: $______ **The quantities ordered in this contract are estimates. CLIN 0005. GENERAL SESSION ROOM One (1) General Session room: (Time may be adjusted) Saturday: 7:00 AM through 5:00 PM. Setup with round style tables to host breakfast, lunch, and dinner. Sunday: 7:00 AM through 2:00 PM. Setup with round style tables to host breakfast and lunch. The General Session Room is not to be used as the Breakout rooms or re-arranged to serve as Breakout Rooms. BREAKOUT ROOMS Six (6) to eight (8) large breakout rooms setup classroom style are required to accommodate at least 60 - 80 people. Breakout rooms are to be located in close proximity to the General Session Room. The General Session Room is not to be used as the Breakout rooms or re-arranged to serve as Breakout Rooms. ADMINIISTRATIVE OFFICE One (1) operation room is required to be used as the Staff Administrative office and to secure equipment, this room should only be accessible to designated Yellow Ribbon staff. This room should be available on the Thursday before the event and end on the last day of the event. The rooms should have a water and coffee station with a television set up. It is the quoter's responsibility that all offers submitted, regardless of method of submission, are received in this office no later than the date specified. 10.Basis of Award: a.The Government intends to award a firm fixed-price (FFP) contract resulting from this solicitation. Award will be made on all or none basis. Award shall be made to a single contractor. Offers must include prices for each item listed in order that offers may be properly evaluated. Failure to do so shall be cause for the offeror to be considered non-responsive. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is found to be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: I.Technical - Facility Assessment consisting of cleanliness, security, amenities, and conformance with Performance Work Statement requirements. II.Price b.Technical is approximately equal to price. 11.A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 12.Quotes must include the following information: a.A list of the facility amenities b.Price: pricing for each Line Item. Pricing must be submitted in the proper format. The proper format consists of QUANTITY * UNIT AMOUNT = NET AMT. In the event there is a difference between a unit price and the extended total, the unit price will be held to the intended price. If the offeror shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended price. 13.The contractor must provide Point of Contact (POC) at the facility from commencement to conclusion of the event. The name of the POC and telephone number must be submitted with their offers. Personal expenses items, and, or services in guest rooms such as long distance phone charges, internet, movie rentals, laundry, room services, etc... will be paid directly by the guest, and shall not be billed under the resultant contract. 18.The area of consideration is within a 10 miles radius of within a 50-mile radius of the Buffalo Niagara International Airport, 4200 Genesee Street Chektowaga, NY 14225. 19.The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to provide the contracted services. 20.Contractors shall quote on all CLINS. CLIN pricing should be all inclusive of labor, labor burden, other direct cost (material, equipment, fees, licenses, etc), G&A and profit. 21.Line Item pricing should include all applicable taxes (i.e. room tax), fees, gratuities, commissions, services charges, etc. The federal government is tax exempt. 22.All representations and certifications to include provision of Dun & Bradstreet number are to be returned with the offer. Contractors are cautioned that there may be delays at the gates and should allow adequate time for entering the installation to ensure packages are received prior to the time and date for receipt of proposals. All individuals must have a picture id and no substitutions are authorized. Vehicles are also subject to search. Through small group and one-on-one activities, Family members learn how to maintain closeness during frequent relocation, long separations, and repeated reunions. OBJECTIVES: Contractor shall: -Provide high quality sleeping rooms with adequate space and amenities for soldiers or military families with or without children. Contractors are required to identify the number and types of rooms in their proposals if they are not broken down into double size bed rooms, king size bed rooms, queen size bed rooms or two queen size bed rooms on the line items. Non-smoking rooms are preferable, but if the hotel does not have enough, they must indicate in their proposal. -Provide a variety of healthy food choices for breakfast, lunch, and dinner. Estimated number of meals and attendees will be identified on each line item. -Provide ample meeting space to accommodate Soldiers with or without children or family members for lectures, small-group discussions, and interactive family exercises. -Provide adequate room(s) large enough to accommodate children for child care while the meetings are taking place. Childcare services will be accomplished through a separate contract but the childcare contractor will make use of the hotel facility. 3.0 SCOPE 3.1. Lodging: Contractor shall contact the Government Point of Contact prior to conference start date to reconfirm actual number of attendees and go over the agenda. The quantities ordered in this contract are estimates. The contractor shall invoice for actual services/supplies provided only. Actual services/supplies provided/rendered in accordance with the terms and conditions of this contract will be accepted and paid for by the Government. The Federal Government is tax exempt. Rooms should include complimentary internet services. All sleeping rooms must be at or below the Government's per diem rate. The support staff usually arrives on Thursday - one day prior to the event before the attendees. These staff members should be provided with assistance from Hotel Managers or Event Coordinators in order to be ready for in-processing on Friday. Attendees will start to arrive on Friday. 3.2. Personal Expenses: Personal expenses in guest rooms such as long distance phone charges, movie rentals, laundry, room service, etc. will be paid for by the guest and shall not be billed under the resultant contract. 3.3. Conference Space: Conference space must be co-located with sleeping accommodations. They are required to be located in the same facility as the guest rooms. No onsite renovations or other activities shall interfere with meeting space with noise or unsightly distractions. Line of site requirements: no pillars or posts obscuring views. Comfortable padded chairs are required to accommodate extended meetings. Meeting Rooms: One (1) General Session room: (Time may be adjusted) Saturday: 7:00 AM through 5:00 PM. Setup with round style tables to host breakfast, lunch, and dinner. Sunday: 7:00 AM through 2:00 PM. Setup with round style tables to host breakfast and lunch. The General Session Room is not to be used as the Breakout rooms or re-arranged to serve as Breakout Rooms. The General Session room and the Breakout Rooms are to be separate spaces and priced separately. Counseling Rooms The following rooms must be next to or in very close proximity of each other: Four (4) parlor style rooms for individual counseling with 1 small table and 2 chairs in each for: Meeting Area One (1) large meeting area or foyer space is required to be made available with 25 tables and 2 chairs per table around the perimeter of the general session room. Numbers of tables are subject to change since they are determined by the number of attendees. Therefore Hotel Managers or Event Coordinators are required to work closely with the Contracting Officer, Government Point of Contact or Contracting Officer's Representatives. Administrative Office One (1) operation room is required to be used as the Staff Administrative office and to secure equipment, this room should only be accessible to designated Yellow Ribbon staff. This room should be available on the Thursday before the event and end on the last day of the event. The rooms should have a water and coffee station with a television set up. Breakout Rooms Six (6) to eight (8) large breakout rooms setup classroom style are required to accommodate at least 60 - 80 people. Numbers of rooms are subject to change since they are determined by the number of attendees. These rooms should have a station for coffee, tea and water. Breakout rooms are to be located in close proximity to the General Session Room. The General Session Room is not to be used as the Breakout rooms or re-arranged to serve as Breakout Rooms. The General Session room and the Breakout Rooms are to be separate spaces and priced separately. Youth and Teen Activity Rooms: (Time may be adjusted) The rooms should be available from 0700 - 1700 and from 0800 to 1300 on Sunday. Each room should include at least two (2) TVs with DVD player. The rooms should include but not limited to juices and water. Registration Area: (Time may be adjusted) A registration area is required at the main check-in counter in the lobby to provide Welcome/Orientation packages to attendees. Table cloths and skirts are required for registration and round tables. Registration area near front desk for Soldiers registration with five, 6ft tables and four chairs: Friday: 1500 - 1930 hours Saturday: 0630 - 0800 hours Audio/Visual: SATURDAY & SUNDAY: Six (6) to eight (8) 10x10 ft Screens will be needed for 2 days One (1) screen needed for each breakout room per day. One (1) podium w/hard wired and wireless microphone, audio/speaker system in General Session room will be needed for 2 days: 3.4. Security: No conference meeting spaces are allowed in basements. The meeting rooms shall be secured enough for Attendees, Staff, Government's information, supplies, equipment and other properties. Limit conference area entries to outsiders during the 3 or 4 days event. All conference spaces and rooms must be in the same hotel. 3.5. Space: (The dimensions mentioned below are different for all events. Size of the meeting rooms are determined by the number of attendees). Therefore Hotel Managers or Event Coordinators are required to work closely with the Contracting officer, Government Point of Contact or Contracting Officer's Representatives. Small meeting space(s) shall be a minimum of 1500 square feet to be used for child care. Large meeting space(s) shall be a minimum of 3,000 square feet of floor space to accommodate 100 people in moveable seating arrangements. (Specific number of people will be indicated on each line item) Sitting style - crescent moon (preferably) or half-round tables setting. 3.6. Schedule or Performance Period: Below is a tentative schedule (subject to change). Once again, Hotel Managers or Event Coordinators are required to work closely with Contracting officer, Government Point of Contact or Contracting Officer's Representatives. FRIDAY - There will be a General Session for one (1) hour on Friday evening. (Time may be adjusted) SATURDAY - The first full day of the formal program will begin at 0630 hours (6:30 AM) Saturday and end NLT 1700 hours (6:00 PM) with counseling breakout rooms and services available during the evening as needed. SUNDAY - The third day will begin at 0700 hours (7:00 AM) Sunday and end NLT 1400 hours (2:00 PM). Attendees will travel home Sunday afternoon/evening. 3.7. Set-up: Area must be well lit. Windows must have coverings to darken the room and enable the viewing of videos and slides. Additional or less items may be required for quote mark Audio Visual quote mark depending on each event and the turnout of attendees. Contractor needs to ask upfront to avoid unexpected additional cost on the side of the Government. 3.8. Refreshments: Ice water, glasses and mints are required at each round table likewise writing pads and pens. The items shall be replenished at the beginning of each session (as necessary). 3.9. Meals: (Preferably - buffet type). The attendees will use the hotel restaurant or the program manager will make arrangements with the hotel. Below is a tentative schedule. Quantities of meals are determined by the number of attendees. Once again, contractor shall contact the Government Point of Contact prior to conference start date to reconfirm actual number of attendees. Breakfast: Buffet will be served on Saturday and Sunday in the general session room. Menu shall include but not be limited to scrambled eggs, pancakes or French toast, bacon or ham, turkey sausage, Danishes, fresh fruit, yogurt, assorted juices, milk, coffee, tea, and water and appropriate condiments. Lunch: Buffet will be served on Saturday. The menu shall include but not be limited to tossed salad with assorted dressing, hot chicken, hot sliced beef entr e, pasta, Starch Du jour, assorted breads and condiments, coffee, tea, juice, iced tea and soda, assorted desserts. Dinner: Buffet will be served on Saturday. Menu shall include but not be limited to tossed salad with assorted dressings, hot chicken entr e, sliced beef, fish or pork entr e, starch du jour, fresh vegetable, assorted breads and condiments, coffee, tea, fruit juice and sodas, iced tea, assorted desserts. 3.10. Invoicing: Invoices shall be submitted via the Wide Area Work Flow (WAWF) system. The quantities ordered in this contract are estimates. The contractor shall invoice for actual services/supplies provided only. Actual services/supplies provided/rendered in accordance with the terms and conditions of this contract will be accepted and paid for by the Government. 3.11. Miscellaneous: Safe and free parking and free Internet services. Facilities should be located within a ten-mile radius of accessible shopping, site-seeing, amusements, and points of interest. Family Recreational Activities: It is preferable that the lodging facility have a game room; family friendly snacks and beverages available; playground or play area; etc. 4.0 TECHNICAL REQUIREMENTS Technical Requirements: Lighting must be easily adjustable to accommodate multiple transitions from Power Point presentations to group discussion and practical exercises. (The dimensions mentioned below are different for all events) Multiple tap surge suppressor and 50' foot extension cord must be accessible. One (1) projector screen of no less than 8' x 8', one (1) A/V table, podium, and up to ten (10) flip charts with easels and assorted colored markers are needed for this event. One (1) digital projector of 3,000 lumens or more, two (2) hand-held wireless microphones with stands, one (1) 6-channel mixer, two (2) 250-watt (minimum) speakers. 5.0 DEFINITIONS 4.1. CONTRACTOR: The term refers to the primary (prime) contractor or vendor. 4.2. CONTRACTING OFFICER: The government official who has authority to enter into contract, administer or terminate contracts. He/she can make related determinations and findings on behalf of the government. He/she is the ONLY individual who can legally bind the government. 4.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR): An employee of the U.S. Government appointed by the Contracting Officer to monitor contractor's performance. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
