Description
DRAFT PURCHASE DESCRIPTION M00146-13-T-9017 This pre-solicitation notice is NOT a Request For Quote. The RFQ will be released on a later date. This procurement will be 100% set-aside for small businesses under NAICS 336413 with a corresponding size standard of 1000 Employees. 1. The purpose of this notice is to notify interested vendors that the Fleet Readiness Center (FRC) East, MCAS Cherry Point, NC has a requirement for the Upgrade of the Central Hydraulic System in Hangar 1, Building 137. This notice also provides a draft Purchase Description (PD) of the requirement and information relating to the scheduled pre-solicitation conference. All questions relating to this requirement must be addressed to the Contracting Department, Attn: James M. Rhodes via phone to 252.466.2895 or by e-mail to james.m.rhodes2@usmc.mil. 2. DRAFT Purchase Description: The draft PD for this requirement is being provided as an attachment to this notice. The complete RFQ, including the final PD, will be posted at https://www.fbo.gov/ in June of 2013. Interested vendors are advised that quotes submitted in response must be prepared in accordance with the requirements of the final PD and terms and conditions stated in the RFQ. 3. PRE-SOLICITATION CONFERENCE: Interested vendors are invited to attend a pre-solicitation conference to ask questions relating to the requirement, inspect existing Central Hydraulic System components/equipment, and discuss site specifications for the equipment, which is to be located in Building 137 of the FRC East facility (a) The Pre-solicitation conference is scheduled to be conducted on 04 June 2013 at 9:00 a.m. (EST) at Fleet Readiness Center - East, Building 137. Vendors must be at FRC East Building 137 in an adequate amount of time before the conference, to acquire security badge(s) (See request for access to FRC East (paragraph 6 below). Contractors are to assemble in the main lobby of Building 137 at least 15 minutes prior to the start of the conference, where a Government representative will be available to escort participants to the location of the conference. (b) The purpose of the conference is to allow vendors the opportunity to ask questions relating to the requirement, inspect existing Central Hydraulic System components /equipment, and discuss the site specifications of the building in which the new equipment is to be installed in order to be better able to understand the Purchase Description requirements. The conference, in conjunction with the work requirements identified in the final Purchase Description, should provide vendors a detailed understanding of the requirement. 4. Although questions relating to the requirement will be allowed vendors must also submit questions concerning, or request clarification of, any aspect of the draft PD or issues discussed during the conference electronically via e-mail to james.m.rhodes2@usmc.mil no later than 07 June 2013. Comments and questions must reference Request for Quote M00146-13-T-9017. 5. Failure of a vendor to submit questions regarding this requirement or to attend the conference will be construed to mean that the vendor fully understands all requirements of the final specification and RFQ. In no event will failure of a vendor to submit questions or attend the conference constitute grounds for a claim after contract award. 6. REQUESTS FOR ACCESS: Vendors planning to attend the conference must submit requests for access to both the MCAS Cherry Point and FRC East as follows: (a) Access to MCAS Cherry Point: Vendors must submit a list of the names of company officials who plan to attend the site visit to james.m.rhodes2@usmc.mil and deidre.monroe@navy.mil at least five (5) business days prior to the date of the visit. (b) Access to FRC East: For security purposes, vendors wishing to visit the FRC East facility are required to provide a letter requesting access. The letter should be on official company/activity letterhead and must be signed by an official of the requesting organization (other than the visitor). (i) FRC East visit requests must include the following information: • Name of Visitor (Last, First, MI) • Date and Place of Birth • Proof of Citizenship (requests from non-U.S. citizens must be accompanied by legible copies (front and back) of work card showing expiration date. • FRC East point of contact and telephone number (Deidre Monroe, 252.464.9456) • Date and duration of visit • Company telephone and FAX numbers and contract number and dates (ii) Visit requests must be addressed to: Commanding Officer Attn: Visitor Control (Code 6.5.2) Fleet Readiness Center East PSC Box 8021 Cherry Point, NC 28533-0021 (iii) Visit request may be submitted via e-mail to deidre.monroe@navy.mil at least five (5) working days prior to the visit. (iv) Although a security clearance is not required for the site visit, all vendor representatives must be U.S. citizens and will be required to furnish a valid driver's license or other generally acceptable form of picture identification for issuance of a visitors badge allowing for entrance into the facility. Substitution of personnel is not allowed. Photography, including cellular telephones with camera capability, and/or the use of recording devices within the facility is strictly prohibited (c) Additional information regarding access to the Air Station and FRC East is available by phone at 252.464.7397 or by accessing the FRC East web-site at https://www.navair.navy.mil/frce/visinfo.html. Failure to submit the proper visit request information may result in denial of access to the facility. Additional site visits will not be scheduled as a result of such failure. (d) Contractors are required to wear personal protective equipment (PPE) consisting of hearing protection, eye protection, and safety shoes. PPE will not be provided by the facility. Contractor representatives without the appropriate PPE will not be allowed access to the facility. (e) Contractors shall comply with FRC East Instruction 5000.1 relating to Visitor/Contractor Site Specific Rules and Compliance. A copy of these instructions is available upon request to the Contracting Office. (f) IDENTIFICATION OF CONTRACTOR PERSONNEL Contractor personnel shall identify themselves as contractor personnel by introducing themselves or when being introduced. Contractor personnel shall display distinguishing badges or other visible identification for meeting with Government personnel. Contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence. 7. The MCAS Cherry Point main gate is located off NC State Highway 101, Havelock, NC. Visitors without proper vehicle identification are required to check-in at the visitor's center adjacent to the main gate. Once through the Main Gate, proceed to Building 137 to acquire badges for the conference. Directions from the main gate to Building 137 are available upon request at the visitor's center. Participants should allow at least one hour for check-in at the main gate and travel to the FRC East locations. Participants will depart from the main lobby of Building 137 promptly at 9:00 AM EST. Participants arriving late will NOT be included in the Site Visit. 8. Participants will be required to wear personal protective equipment (PPE) consisting of hearing protection, eye protection, and safety shoes. PPE will not be provided by the facility. Vendor representatives without the appropriate PPE will not be allowed access to the facility and additional site visits will not be scheduled as a result of such failure. 9. ADDITIONAL INFORMATION: Interested vendors should continue to monitor the FBO (https://www.fbo.gov/) web site for additional information and documents relating to this requirement.
