Description
The Department of Veterans Affairs Tennessee Valley Healthcare System (TVHS), Network Contracting Office (NCO 9), 1639 Medical Center Parkway, Suite 400, Murfreesboro, TN 37129 intends to solicit and award a firm-fixed price contract on behalf of the Robley Rex VA Medical Center (VAMC), 800 Zorn Avenue, Louisville, KY 40206 for Residential Mental Health and Substance Abuse treatment homeless veterans services. The contact period of performance will be a base period of July 1, 2013 thru September 30, 2013, with the possibility of four (4) one (1) year option periods. The contractor shall furnish services to beneficiaries for whom such care is specifically authorized by the Department of Veterans Affairs. The Authority for this procurement extends from Public Law 104-262 and Title 38 U.S.C., Section 8151-8153 and Title 42 Code of Federal Regulations (CFR) 415.170. It is understood that the type of patients to be cared for under this contract will normally require the contractor to provide care and services above the level of room and board, to include, but not limited to appetizing and nutritionally adequate meals, with the capability to provide accommodations for special dietary needs as ordered by the VA provider, and nutritious snacks between meals and at bedtime for those requiring or desiring additional food. The facility must meet all applicable fire, safety, and sanitation standards in an attractive surrounding conducive to social interaction and the fullest development of the residents' rehabilitative potential. Veteran clients with dual diagnosis (any mental health diagnosis with co-occurring substance abuse) will not be excluded from the program. The VA anticipates scheduled use of 3,650 bed days of care for no more than 10 authorized residents a day, with the maximum stay of each resident being 90 days. The government intends to acquire a commercial item/service using FAR Part 12. The NAICS associated with this requirement is 623220 with a size standard of $14.0 Million. This is for full and open competition.
